Position Title: Coordinator for Capacity Development

I. Overall Purpose
The Regional Drought Resilience Initiative aims to end drought emergencies by addressing the underlying causes of vulnerability and initiating sustainable development in households and communities in arid and semi-arid landscapes of the IGAD-Region. To serve the Regional Platform on Drought Resilience and Sustainability as the main coordination mechanism to implement the Initiative, IGAD-Secretariat is establishing a Platform Coordination Unit (PCU) at its Headquarters in Djibouti. In order to enhance overall performance of all stakeholder involved in the implementation of the Initiative, the PCU will provide strategic services in three systemically interrelated fields, namely in (a) Regional Programming, (b) Knowledge and Information Management, and (c) Capacity Development.
The role of the coordinator for Capacity Development is to facilitate regional capacity development processes on drought resilience for stakeholders involved in the implementation of the Drought Resilience Initiative

II. Core Functions and Responsibilities
Under the supervision of the Platform Coordinator and in cloth collaboration with IGAD-Divisions and Specialized Offices the Coordinator for Capacity Development has the following responsibilities and core functions:
1. Facilitation of cooperation among research, training & technology transfer institutions to build a “regional node of centres of excellence” for joint capacity development on drought resilience in the IGAD-Region;
2. Facilitation beyond the IGAD-Region south-south and north-south cooperation on “science-policy interface on drought resilience” including traditional knowledge and practices;
3. Establishment and Management of IGAD-Capacity Development Services including coordination of capacity development need assessments in Member States, design and elaboration of a capacity development strategy to assist member states, organizing and providing capacity building services through innovative formats (e.g. training, work shops, e-learning, advisory, etc.) to different stakeholder groups in Member States;
4. Management of IGAD Institutional strengthening within ISAP by mainstreaming of drought resilience capacity development measures into ISAP, Design and coordination of institutional capacity (self-)assessments, coordination of Technical Assistance (TA) and Capacity Development provided by development partners to IGAD – Secretariat and Specialized Offices;
5. Contribution to the regular reporting to the Steering Committee and General Assembly of the Regional Platform on Drought Resilience and Sustainability as well as to the Council of Ministers;
6. Contribution to the institutional evolvement of IGAD’s capacity to provide capacity development services.
III. Qualifications and core-competence
Under the supervision of the Platform Coordinator and in cloth collaboration with IGAD-Divisions and Specialized Offices the Coordinator for Capacity Development has the following responsibilities and core functions:

III. Qualifications and core-competence
• At least a Masters Degree holder in relevant social sciences with additional relevant trainings in education or Masters Degree holder in upper pedagogical sciences;
• At least 10 years relevant capacity development experience at international, regional or sub-regional level;
• Experience in designing curricula for complex capacity development processes;
• Proven experience in exposure to and capability for collaborative work, nurturing institutional alliances for capacity development to improve individual skills, institutional learning processes and educational networking with different stakeholders;
• Ability to go beyond established procedures and models and to propose new capacity development approaches, manage science–policy interfaces, incorporate modern and traditional knowledge into learning processes;
• Sound knowledge on youth and gender and its mainstreaming strategies, leadership development and generally women’s rights issues in Africa;
• Strong English writing skills for report and proposal development
• Very good communication skills both written and spoken including public speaking and giving presentations to a variety of audiences;
• Well develop interpersonal skills and experience working with multi-cultural and multi-sectoral teams and environments;
• Highly motivated, result oriented and self driven person with understanding of due process, transparency, accountability and equity;
• Strong understanding of cultural, social and political dynamics in civil society, governance and government in developing countries;
• Ability to provide top quality policy advice services on training and capacity development issues;
• Strong communication, relationship and people management skills
• Professionalism, personal initiative and good judgment
• High level organizational skills, attention to detail and the ability to prioritize,
• Ability to work under pressure, remaining flexible, proactive, resourceful and efficient with a high level of professionalism and confidentiality is crucial;
• Demonstrated ability to make recommendations and use independent judgment;
• Ability to interact and collaborate with professionals at all levels within and external to the organization;
• Excellent written and oral communication skills including the ability to communicate and generate reports
• Ability to lead strategic planning, results-based management and reporting;
• Ability to work with minimal supervision.
• Experience in at least two IGAD member states will be an added advantage
• Proficiency in English and French will be a definite advantage
