The Institute of Human Virology of the University Of Maryland School Of Medicine (UMSOM-IHV) has received a five year funding from Centers for Disease Control and Prevention (CDC) through the Partnership for Advanced Clinical Mentorship (PACME) Project.
The goal of UMSOM-IHV is to work with the MOH, RBC/IHDPC/HIV Unit and other national organizations for capacity building in the area of HIV and AIDS and other Public Health problems.

STRATEGIC INFORMATION ADVISOR: ONE POSITION
Job Description: Strategic Information Advisor
Direct Supervisor: Program Director

PRIMARY FUNCTION: Strategic Information Advisor will work closely with the Decentralization and Integration Unit and CDC to review and expand existing systems and adapt them as necessary to provide the most reliable feedback and information that will serve as the platform for system improvement.
Strategic Information Advisor will:
- Provide critical M and E expertise and support towards long term, quality driven, outcomes oriented evaluation of the program and facilities supported.
- Ensure that adequate use is made of the data generated and monitored on this project.
- Support DIU to review monthly TRACnet /Open EMR/IQ chart reports from health facilities and provides guidance and recommendations related to tracked indicators and outcomes.
- In collaboration with Deputy Program Director will support project reports especially in MEMS system
- In collaboration with multidisciplinary team will mentor sites on data demand and information use.
Requirements:
• Degree in Nursing, Public Health or Demography.
• At least 5 year experience in health care delivery in Rwanda.
• Experience with using HMIS/IQChart/Open -MRS
• Must be fluent in English and/or French.
• Knowledge of two languages is an added value.
• Demonstrated knowledge of synthesizing information and presentation.
• Previous experience in supporting facilities in data management
• Demonstrated knowledge in HIV is highly encouraged.
• Knowledge of SPSS, Excel, Access, Epi info and spreadsheet application.
• Demonstrated ability to apply evaluation data into clinical activities.
Other Skills:
• Knowledge of HIV/AIDS.
• Understanding of challenges related to care and treatment delivery in the local context.
• Ability to interact proactively with health facility and Capacity Building Team
• Self-motivated, team player with the ability to delegate.
