INTRODUCTION:
The Global Fund Liaison will be an integral member of the USG PEPFAR team. The Global Fund Liaison will receive day to day guidance from the PEPFAR Zambia Country Coordinator and a designated USAID Health Officer. The broader strategic goals and objectives of the position are routinely guided, and adjusted as necessary, by a steering committee to be comprised of the USAID Health Officer, the CDC Country Director and the PEPFAR Country Coordinator.
The Liaison will be placed within the CCM Secretariat which is currently housed within the National HIV/AIDS/STI/TB Council (NAC). While the Global Fund Liaison will sit within NAC, this position is not designed to support the overall mandate of the National AIDS Council. The Global Fund Liaison will interact with NAC, including the NAC Director General, with respect to Global Fund priorities and operations within Zambia.
While short-term technical assistance continues to be brought in by a variety of donors, including the USG, it is widely believed that consistent onsite technical assistance is necessary and would be the most beneficial to support and strengthen the implementation of the Global Fund grants. The CCM has applied for expanded funding from the Global Fund Secretariat in Geneva and is expected to receive funding to support three new, full-time staff positions in the CCM Secretariat.
Even as the CCM Secretariat staffs up with additional funding, managing and overseeing the existing grant portfolio and coordinating with external partners is a challenge. The Global Fund Liaison position is planned as a two-year injection of expertise designed to build the capacity of the CCM Secretariat and CCM for the long-term. This position will require strategic thinking and planning in collaboration with the CCM Secretariat and the full CCM. The specific responsibilities of the position will be to: improve CCM secretariat functionality and oversight; identify and rectify programmatic bottlenecks and other implementation issues impacting the PRs; and increase programmatic coordination between USG and Global Fund investments across all disciplines covered by the US Global Health Initiative.
ROLES AND RESPONSIBILITIES:
The primary responsibilities of the Global Fund Liaison include:
Capacity Building for Improved Grant Oversight at the CCM Level (30%):
Assist the CCM and PRs with integrating dashboards as oversight tools to inform regular performance reports and decision making
Coordinate with CCM stakeholders to evaluate technical assistance requests to strengthen CCM governance and oversight, which may involve coordinating with US bilateral and/or headquarters-based technical assistance as well as other entities such as UNAIDS, WHO and other bilateral entities
Coordinate with all CCM stakeholders and ensure that CCM Secretariat staff have appropriate training and skills to manage their mandate
Program Management, Advisory Functions (40%):
Provide strategic thinking, navigate CCM, PR, GRZ and civil society dynamics, and offer advice to all Global Fund stakeholders to successfully meet Global Fund requirements
Participate in site visits and grant oversight activities as appropriate to strengthen sound implementation and accurate reporting
Coordinate with stakeholders, CCM and PRs to identify technical assistance needs
Promote and facilitate the multi-stakeholder process of PR planning, implementing, and maximizing the technical assistance budgets built into grants
Support Global Fund proposal development and related transparent processes including: PR and Sub-Recipient selection processes; promoting and facilitating the process of PR planning, implementing, and building appropriate technical assistance budgets into future grants
Provide technical and programmatic support to PRs and the CCM directly and through coordination with other Global Fund stakeholders
Work with civil society CCM members to ensure appropriate civil society engagement in Global Fund processes
Advisor to the USG Mission on Global Fund issues and Coordination of USG Linkages with Global Fund-financed activities (30%):
Play a supportive role to USG primary and alternate representatives on the CCM; informs and advises USG participation in oversight functions and CCM meetings
Communicate regularly with USG point persons in-country, as well as with the Global Fund Portfolio Manager in Geneva and other in-country Global Fund stakeholders
Provide or assist with training of USG and cooperating partner staff regarding Global Fund processes and policies and communicates Global Fund policy changes to USG and CP staff as appropriate
Participate in the preparation and writing of key PEPFAR planning and budgeting documents that relate to the Global Fund activities, such as the Country Operational Plan, Annual Report, cables and parallel review processes
Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or (b) the Advisor’s own interests
REQUIRED KNOWLEDGE, SKILLS, AND EXPERIENCE:
Master’s degree in public health, epidemiology, demography, social or behavioral science or a related discipline
Minimum ten years’ progressive responsible management experience in public health programming, with at least 3-5 years in a resource poor or international setting
Demonstrated experience navigating situations requiring diplomacy and transparency
Ability to exercise independent judgment regarding transparent communications processes across multiple stakeholders from government, civil society, development partners, and private sector
Ability to provide leadership and make decisions regarding public policy and professional, technical, administrative and fiscal lines
Excellent interpersonal, facilitation and teambuilding skills/experience
Demonstrated, comprehensive understanding of public health prevention and community-based health care initiatives, including program design, implementation and evaluation either in HIV/AIDS, TB or malaria
Strong working competency in computer applications to carry out management and statistical analysis
Ability to apply policy directives to activity design, implementation and monitoring and evaluation
Ability to analyse problems/situations and plan, design and carry out project studies and to conceptualize, develop and implement new strategies/initiatives
Ability to adapt to programming and technological changes and establish new concepts or programs accordingly
Excellent written and oral communication skills
Knowledge of or experience working with the Global Fund necessary; and of President’s Emergency Plan for AIDS Relief preferred
Demonstrated technical leadership at conferences, meetings and through presentations to resolve controversial issues and influence decision makers
Demonstrated ability to develop and maintain collaborative relationships with senior government officials, international organizations, multilateral and bilateral agencies, implementing partner chiefs of mission, and the local partner community
Ability to obtain medical clearance to live and work in Zambia
