IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women’s protection and empowerment, protection and access to justice and livelihoods.
The IRC South Sudan has launched a response to the increasing influx of Refugees into northern Unity State. This response effort has been launched in partnership with the IRC’s HQ based Emergency Response Team.
SCOPE OF WORK: The IRC will establish a ‘Women’s and Girls’ Health Center’ in Yida Refugee camp that will provide holistic health and emotional support services to refugees. The services offered within the center will combine both reproductive health care and psychosocial support for vulnerable refugee women and girls.
The Reproductive Health Program Manager will manage RH program implementation, monitoring and reporting to ensure quality of service within a portfolio that will include basic delivery care, ante-natal and post-natal services, clinical management of rape, sexually transmitted infection (STI) treatment and awareness raising, contraception services and awareness raising on family planning, and post-abortion care.
The Emergency Reproductive Health Program Manager will report to the Emergency Field Coordinator for Unity State, while maintaining strong information sharing links to the IRC South Sudan Health Coordinator in Juba and the Emergency Reproductive Health Technical Advisor in Nairobi.
RESPONSIBILITIES:
• Manage implementation of emergency Reproductive Health program in Yida to ensure that the RH services are provided in accordance to MISP standards. Ensure that the program is implemented according to schedule and budget, and that project objectives are met. • Lead Reproductive Health emergency team in Yida. Provide ongoing supervision, training and technical support and guidance to national staff. Hold regular meetings with program staff to discuss issues, problems, accomplishments, and assist in finding solutions to problems identified.
• Supervise all aspects of project management ensuring that project resources are used effectively and transparently. • Oversee quality and consistency of program monitoring processes, donor reports, and documentation of lessons learned to ensure and enhance program effectiveness and quality. • Develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners, represent the program in all stakeholders meetings and communicate outcomes with the rest of the program staffs. Advocate with and/or advise peer agencies, local government, and other stakeholders to influence responses to promote delivery of inclusive and high quality reproductive health response services. • Maintain collection, analysis, and dissemination of project data and information for problem analysis, planning and evaluation with all stakeholders.
• Oversee and ensure compliance with IRC policy, procedures and practices throughout the emergency deployment and program.
REQUIREMENTS: Health Professional (MD or Midwife) with at least five years of experience practicing medicine. At least 3 years humanitarian project management experience, that includes substantive experience working in sub-Saharan Africa. Thorough understanding of gender-based violence response protocols and service provision. Proven experience supervising GBV social work/case management staff. Demonstrated leadership, communication, training and facilitation skills. Excellent interpersonal and problem-solving skills and flexibility. Ability to live in a high security environment Excellent computer skills: MS Word, Excel, Power-point, Epi-Info/SPSS, Outlook and the internet.
