JOB ANNOUNCEMENT
The Government of Rwanda (GOR), in conjunction with the World Bank, African Development Bank and United Nations Development Program, is starting a 4 year Strategic Capacity Building Initiative (SCSI) which will focus on 'knowledge and skills transfer' and delivery in the mining sector.
The mining sector has been the country's leading export earner in the last several years, in spite of low capacity in the sector. Therefore, given this potential to contribute both to economic growth and trade balance in particular, the sector has been identified for priority focus.
The Government of Rwanda has taken steps to set the conditions for the sectors progress by privatizing the sector, improving the legal and regulatory framework and setting a clear strategy for its growth.
The Ministry of Mineral Resources (MINIRENA) and the Geology and Mines Department currently have vacancies for key roles in the sector. Please see below the Terms of Reference (ToR) for the available vacancies.
COUNTERPART TO THE MINERAL ECONOMIST EXPERT
JOB DESCRIPTIONS
- Assist to the prioritization (hierarchy) in order of economic importance of mineral products In Rwanda;
- Contribute to designing business plans of the selected projects in development of Quarry products;
- Assist the Expert in proposing strategies and mechanisms of promotion of investment of Quarry products;
- Contribute to provide capacity to deal with fluctuations in mineral international markets;
- Contribute to facilitate the design of the mineral taxation law;
- Organizing and participating to the trainings for local miners and other stakeholders in mineral economics;
- Participate in the finalization of model mining agreements;
- Assist the Expert in providing detailed commercial intelligence on the mining sector; -Submit regular reports to the supervising authority.
MINIMUM QUAI IFICATIONS AND EXPERIENCE
QUALIFICATIONS
A Bachelor's degree in Economic Geology or in Economics with knowledge In mineral trade systems. He (she) should be in 1" Class grade with Distinction or Distinction grade.
EXPERIENCE
- Good knowledge and experience n the area of Mineral Economics
- Good knowledge of mining activities and mineral trade chain in the region; -Knowledge in international mineral trade;
- Strong oral and written communication skills in English. Knowledge of French is an advantage
- Have a team work spirit.
DURATION OF THE ASSIGNMENT
The project is planned for 2 years renewable
LOCATION
The project is planned to be carried out In Rwanda, Kigali City, in the "MINIRENA” premises.
REMUNERATION
Counterparts will be paid a competitive salary In-line with the Rwandan salary scale.
