Catholic Relief Service (CRS) South Sudan program is implementing the
Jonglei Food Security Program (JFSP) and has vacancy for Human
Resources & Staff Care Manager to be based in Bor, Jonglei State.
The vacancy is open to all citizens of South Sudan only.
PURPOSE OF THE POSITION:
The post will be responsible for supervising all aspects of human
resources and staff care matters for the national staff employed by
JFSP Jonglei State in Bor and the field locations. The post holder
will ensure that CRS HR policies and procedures are put in place in
the JFSP, communicated effectively to all employees and implemented
consistently and transparently. The post holder will be responsible
for overseeing the effective application of the CRS performance
management system and for all areas of the employment process, from
finalizing job descriptions to recruitment, orientation, performance
assessment and exit procedures. The post is responsible for ensuring
that all HR documentation, staff records and files are maintained and
kept current and held securely according to CRS policy. The post
holder will maintain effective communication with the Jonglei State
Ministry of Labor on employment matters and also coordinate with the
HR Team in CRS Juba. The post-holder will coordinate with the
Management Quality Coordinator in CRS Juba to put mechanisms in place
to support the health and welfare of staff working in the field. The
post holder will contribute to the updating and revision of CRS South
Sudan HR manual and policies as required.
KEY RESPONSIBILITIES
Contribute to review of CRS South Sudan human resources policies
Ensure that CRS staff working for JFSP are oriented to CRS HR
policies and that all employee files are complete and current ;
Provide guidance and advice to line managers on HR issues as required.
Represent CRS to the Ministry of Labor in Jonglei State Ensure that
the Ministry of Labor and other statutory bodies receive the required
notifications of employee status;
Make regular visits to JFSP field offices to assess staff care needs
In coordination with the COP and the Management Quality Coordinator
set up a system for ensuring the regular supply of food and other
essential commodities.
Assess the residential accommodation and work conditions for staff
at field sites and re commend on changes or improvements to assure
health and well-being;
Manages the CRS employment policy and procedures including approval
of job descriptions, Ministry approval of advertisements, supervision
of short listing, selection and communication with applicants,
document and reference checks, arranging interviews and making hiring
recommendations.
Develop and administer employee letters of appointment or/or
employment contracts.
In coordination with department heads, monitor the validity of
employment contracts and ensure proper renewal or termination within
mandated timeframe.
Develop, standardize and manage the employee orientation program.
Ensure all updated job descriptions for all positions for the staff
in the organization are kept in each personnel file.
Manages the CRS staff grievance procedure; receive staff
grievances, discuss problems with staff and respective supervisors;
bring personnel issues to the attention of the management and advise
on appropriate legalities and actions,
Oversee all staff benefit schemes including: medical insurance
scheme, Group Personal Accident insurance, and Employers’ Liability
insurance,
In coordination with HR team in CRS Juba, contribute to salary and
benefit surveys. Ensure that JFSP staff are informed of any changes in
staff benefit schemes.
Manages the CRS Performance Management System (PMS) and ensures the
system is in place and all staffs follow and implement the system.
Manages the staff development program, and taking into account
agency and program strategic framework, as well as needs brought out
by the PMS.
Oversee management of employee leave, R&R and employee time record
processes, and reconcile the same with salary payments,
Manages the exit process of departing staff. Issue termination
letters, ensure clearance forms are filled in, retrieve staff I/D
cards and issue certificate of service, etc.
MINIMUM QUALIFICATIONS/EXPERIENCE
University degree in any subject from a reputable institution
Professional qualificaiton or signficnant training in human
resources mangement
At least 3 years professional experience in manging the human
resources function for an international employer;
Minimum of 7 years professional experience, with at least 3 years of
team supervisory experience
Demonstrable understanding of South Sudan law affecting employment,
benefits and taxation
Strong skills in file organization and documentation management and
the ability to train others;
Excellent communication, facilitation and training skills in English
Understanding of field site operations and the ability to support
and provide services to field based teams remotely;
Strong computer use skills;
Capacity to represent CRS to and work effectively with government
agencies on HR matters
