The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include Emergency response; Protection & Advocacy; livelihoods & food security; Shelter & NFI distribution, and water & sanitation. There are three main programme offices in Somali region, one in Yemen, one in Kenya, one in Ethiopia and one regional office in Nairobi. There are also non operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently there are over 150 DRC staff in the region. The last 2 years have seen significant growth in programme size, which requires specialized support in livelihoods sector in order to maintain quality and accountability.
DRC seeks to recruit a Livelihoods coordinator who will serve the Somalia country programme areas.
MAIN RESPONSIBILITIES
• Lead, supervise and facilitate the smooth running of the livelihood activities namely Income Generation, group savings and loans, revolving funds, vocational skills training and strengthening of small scale businesses for beneficiaries;
• Search for new livelihood opportunities for IDPs and host vulnerable poor communities, design and coordinate market assessments, conduct feasibility studies and supervise the smooth start up and running of selected projects;
• Coordinate the identification of IGA assistance packages for IDPs, host communities and returnees within the various funded programmes for Puntland and Somaliland;
• Ensure the team produces accurate and timely reporting of activities against planned objectives.
SPECIFIC RESPONSIBILITIES
• Provide strategic leadership for the livelihoods teams, providing support for the current activities while keeping an eye into new areas of development;
• Ensure that Income Generation activities reach the target population, taking corrective measures when needed and proposing new ways to reach the more vulnerable;
• Propose objectives, elaborate work plans and formulate Monitoring and Evaluation plans for the income generation activities;
• Coordinate and lead market assessments and feasibility studies for IG projects on demand or on own initiative;
• Ensure that guidelines informing livelihood activities are strictly adhered to, advising on needed correction and developing, when and if required, new guidelines;
• Ensure that proper records are kept of all cash/grants movements;
• Prepare proposals and contract agreements for livelihood projects;
• Lead and/or facilitate the monitoring and evaluation of Livelihoods activities, including impact assessment;
• Participate in relevant meetings, workshops, seminars and trainings;
• Prepare monthly, quarterly and annual work plans and reports as per agreed format;
• Other relevant duties as directed by Programme Director;
• Co-ordinate the activities of the livelihood teams in order to assure the best use of DRC energy and resources;
• Follow up on the work plans, taking the necessary steps to ensure they are strictly adhered to by the departmental teams;
• Organize regular team meetings, making sure they are participatory and end up with agreed action points.
QUALIFICATIONS
• Bachelor’s degree on Commerce, Business, Community Development or related field;
• Minimum 5 years working experience with INGOs in the field of Livelihoods at mid-management level;
• Proven experience conducting market assessments, feasibility studies and setting up small businesses;
• Excellent command of the most common methodologies to identify, asses and monitor IG activities, with proven record of achievements;
• Well-developed people management skills.

TERMS AND CONDITIONS
Availability: April 2012
Duty station: Bossaso, Somalia with frequent travel to rest of Somalia programme Areas. Bossaso is non-family duty station, and is subject to Rest and Recreation as per DRC policy on Rest and Recreation.
Contract: One year renewable contract. This position is remunerated as per DRC HOA salary scale for Field recruited expatriates recruited by the Horn of Africa (HOA) Regional Office in Nairobi. Accommodation is provided, R&R, medical insurance, and one annual flight to/from home.
REPORTING ARRANGEMENTS
The Livelihoods Coordinator reports to Programme Director, Somalia.
