IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women’s protection and empowerment, protection and access to justice and livelihoods.
The IRC South Sudan has launched a response to the increasing influx of Refugees into northern Unity State. This response effort has been launched in partnership with the IRC’s HQ based Emergency Response Team.
SCOPE OF WORK: Ensure survivors’ access to safe and appropriate health services as part of a broader holistic “women’s and girls’ wellness” strategy: clinical management of rape, safe and confidential GBV case identification, family planning, HIV prevention, and maternal and neo-natal care, quality psychosocial initiatives (with an emphasis on the needs of survivors of GBV), case management, one-on-one counseling, group support activities, support with navigating other services in the community, and information on survivor-specific support services and how to safely access them.
Throughout the entirety of the implementation of this program model, IRC WPE will conduct immediate and ongoing information collection—including rapid assessments and safety audits—to identify protection risks, service-delivery and geographic gaps, obstacles to survivors’ access, and possible solutions.
The Emergency WPE Program Manager will report to the Emergency Field Coordinator for Unity State, while maintaining strong information sharing links to the IRC South Sudan WPE Coordinator in Juba.
RESPONSIBILITIES:
• Lead WPE emergency team in Yida. Provide ongoing supervision, training and technical support and guidance to national staff. Ensure response staff practice with clients adheres to best-practice principles when working with survivors. Hold regular meetings with program staff to discuss issues, problems, accomplishments, and assist in finding solutions to problems identified.
• Manage implementation of emergency WPE program in Yida to ensure that the program is implemented according to schedule and budget, and that project objectives are met. Supervise all aspects of project management ensuring that project resources are used effectively and transparently. • Oversee quality and consistency of program monitoring processes, donor reports, and documentation of lessons learned to ensure and enhance program effectiveness and quality. • Develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners, represent the program in all stakeholders meetings and communicate outcomes with the rest of the program staffs. Advocate with and/or advise peer agencies, local government, and other stakeholders to influence responses to promote delivery of inclusive and high quality WPE response services. • Maintain collection, analysis, and dissemination of project data and information for problem analysis, planning and evaluation with all stakeholders.
• Oversee and ensure compliance with IRC policy, procedures and practices throughout the emergency deployment and program.
REQUIREMENTS: Graduate degree in social work, public health, women’s studies or equivalent. At least 3 years experience in direct service provision (particularly response) for survivors of gender-based violence. Previous experience supervising and managing a multi-disciplinary team. Previous experience in project management in emergency setting. Thorough understanding of gender-based violence response protocols and service provision. Proven experience supervising GBV social work/case management staff. Demonstrated leadership, communication, training and facilitation skills. Good coordination and networking skills. Excellent interpersonal and problem-solving skills and flexibility. Ability to live in a high security environment Excellent computer skills.
