Position Summary
Creative Associates International (Creative) is seeking a Regional Program Manager (RPM) for an anticipated USAID-funded grants-based project in Sudan. The RPM is to be based in and responsible for managing a field office (location to be determined) with frequent travel to other field offices and Khartoum. The RPM will oversee all programmatic and operational aspects of the project at the field level, ensuring effective and efficient operations for a USAID-funded, small grants, quick impact project.
Reporting & Supervision
This position reports to the Chief of Party or his/her designees. The RPM will directly supervise all staff in his/her regional office.
Primary Responsibilities
• Manages and is responsible for program development and operations for the regional office’s area of responsibility as well as grant development and implementation in the field office; • Identifies potential grantees and develops, implements, and monitors small grant activities; • Advises the Chief of Party on the evolution of local political, legal, and economic situations and how to adapt the program accordingly; • Supervises enforcement of accurate financial, procurement, and general operational protocols and reporting in the field office; • Ensures the field office maintains compliance with USAID rules and regulations; • Maintains open channels of communication with other offices to ensure program cohesiveness; • Manages and directs the development of overall regional program strategy with and review of grantee proposals, including proposal submission, data entry and, in coordination with field staff, develops programmatic content and finalization of the budget for proposed activities in order to improve the objectives, focus, efficiency and feasibility of grants to be approved; • Ensures that written evaluations are completed and entered into the database; • Provide input to quarterly, annual and other periodic reports as needed; • Submits weekly updates and prepares briefing materials as requested; • Travels extensively throughout the region with occasional travel to other regions at the direction of USAID and/or the Chief of Party.
Required Skills & Qualifications
• Bachelor’s degree from an accredited university in a relevant field; • At least six years of relevant work experience, including experience with a Contractor or international NGO; • Previous experience working in conflict/transition and/or humanitarian crisis environments, preferably Sudan, and proven experience supervising complex, high-speed, and challenging field operations in developing countries; • Familiarity and experience working with USAID; • Experience with management of grants under contract programs or sub-grants, preferably in-kind and small grants; • Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out; • Strong skills managing a diverse team, including hiring, supervising, and training expatriate, third-country nationals, and host-country local personnel; • Financial management experience, including budgeting, financial management (tracking, reporting and accounting), and procurement; • Experience with small grant activity design, development, implementation and comprehensive monitoring and evaluation; • Fluency in English; • Excellent organization, communication, and interpersonal skills; • Strong analytical capacity.
Desired Skills & Qualifications • Master’s degree from an accredited university in a relevant field; • Experience living and/or working in Sudan; • Fluency in Arabic is desirable but not required.
