The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, Somalia, the Central African Republic and Southern Chad.
The Vector Borne Disease (VBD) Case Management Coordinator for the South Sudan emergency programmes will work as part of a MENTOR technical team with other specialism’s including vector control, VBD prevention, protective shelter and IEC/BCC. This post will work with MoH, UN, NGO and FBO teams to help ensure that all vulnerable host, IDP and refugee populations in target areas, have access to effective VBD diagnostic and case management services in case of epidemics and/or large population movements. This will be achieved through a combination of centralised VBD technical training for stakeholders in the four targeted States in the North Eastern part of South Sudan as well as in Juba and direct work in target areas through support missions and technical advice in case of risk of epidemics.
The main responsibilities of this post include the following.
• Ensure the compliance of The MENTOR Initiative South Sudan Emergency Response Programmes for all grant contract obligations to delivering technical capacity building, coaching activities for VBD case management and in line with the programme objectives and the changing context on the ground. • In close collaboration with MENTOR HQ and CD, prepare, organise and deliver a VBD technical training course of up to five days in Juba and at central level in the targeted states. • Supervise and manage The MENTOR Initiative national clinical trainers. Assure that they follow the work plan and activities set in the programme objectives. • Work with MoH district/county level supervisors to ensure that, during epidemics, on site technical coaching and supervision is conducted for all health facilities concerned, to reinforce health worker best practice, and patient care. • Train and assist local and international NGO staff in VBD case management during (risks of) epidemics • Train local public health staff in surveillance protocols and techniques, data collection and reporting. • Ensure effective monitoring and analysis of Health Facility and data to identify areas with high risk of epidemics. • In close collaboration with the MENTOR Initiative logistical team, organise for the set-up of contingency stock of VBD diagnostic tests and malaria drugs in case of outbreaks. • Oversee the distribution of malaria and dengue fever rapid diagnostic tests and anti malaria drugs to health partners, or directly to health facility teams during epidemics or as a ‘loan’ to partner agencies. • Support the prevention and IEC officers to ensure standardised health seeking messages for use in IEC campaigns are developed appropriately.
Other: • Manage related human resources in co-ordination with the CD. • Represent The MENTOR Initiative at district/regional level medical health meetings with the government and NGO partners to help inform and support a co-ordinated approach to vector born disease control in the South Sudan emergency. • Ensure VBD epidemiological reports in South Sudan are investigated and where needed VBD prevalence and other clinical monitoring surveys are conducted. • Assist in the creation of viable new proposals and budgets in liaison with the South Sudan CD. • Preparation of relevant medical sections for weekly, monthly, and other ad hoc reports • Participation of relevant medical sections in weekly or more frequent planning meetings. • Development of relevant medical sections in other reporting required by grant contracts. • Support the South Sudan CD in assessment missions when required. • Any other duties as may be assigned by the CD and agreed with the HQ South Sudan Program Manager and/or the Director.
Job Requirements: Qualified doctor, senior nurse of other similar related VBD trainer with at least 3 years field experience Proven capacity to train others Flexible and willing to learn Practical, hands on approach Fluent English Familiarity with NGO working environments and standard procedures. Excellent team worker and communications skills Minimum two years’ experience in a developing country Ability to work long hours
