South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states.
Scope of Work: Under the direct supervision of the Supply Chain Coordinator, this position provides technical oversight, monitoring and capacity building for Logistics Functions in IRC South Sudan field sites including Procurement, Warehouse Management, Drug Management, Asset Management, and Vehicle Managment. The Roving Logistics Manager will be based in Juba with frequent travel to the IRC South Sudan Field Offices. The Roving Logistics Manager will be based approximately 75% in the field and 25% in Juba.
Specific Responsibilities: • Understand, implement and monitor adherence at field sites to IRC Supply Chain policies and procedures including Procurement, Asset and Inventory Management, Vehicle and Equipment Management and Drug Management • Ensure that compliance with policies is documented through systematic and random verifications of policy implementation • Implement policies and procedures for receiving, documenting and tracking Contributions-in-Kind at field sites • Temporarily fill Logistics Officer gaps during staff absence or position vacancies • Provide on-going training to IRC Field Logistics Officers and Storekeepers in their relevant functions • Oversee warehouse operations throughout South Sudan (with particular emphasis on medical and pharmaceutical stores) ensuring proper stock-keeping records, storage conditions, security and facility maintenance • Provide cross training to Health Program Managers on IRC warehouse and drug supply chain procedures to enable Health Program monitoring and spot checking of warehouses • Monitor construction activities at field sites and report concerns to Supply Chain Coordinator • Promptly inform the Supply Chain Coordinator of any areas of concern or potential or suspected violations of policies and procedures
Reports: • Responsible for compiling regular reports from field sites on inventory stock levels, pharmaceutical stock levels and fuel consumption • Responsible for compiling regular reports from field sites regarding Contributions-in-Kind
Requirements: • Relevant Bachelor’s Degree, required. Degree, diploma or professional certification in Supply Chain Management, Drug Management or related field strongly preferred • At least 3 years of experience in international humanitarian logistics • Familiarity with drug management and medical supply chain principles • Ability to develop and roll out logistics policies and SOPs • Demonstrated training and coaching ability • High degree of flexibility and ability to work in remote field conditions against tight deadlines • Experience in South Sudan a plus • Strong computer and communication equipment skills, including Microsoft Office applications, VHF, satellite phones • Fluency in English (spoken and written) • Excellent organizational skills with the ability to prioritize workload • Well organized and analytical • Able to work well in a team and to undertake assigned tasks independently
