South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states.
Scope of Work The Supply Chain Coordinator is an integral member of the country management team and reports directly to the Deputy Director of Operations. This position is responsible for the management and delivery of effective Supply Chain support throughout the country program in compliance with IRC and donor regulations. Key responsibilities include procurement, transport, inventory and asset management.
Specific Responsibilities:
Compliance: Ensure that IRC South Sudan Supply Chain policies and procedures are in compliance with applicable IRC and funding source policies, procedures and requirements. • Understand and implement donor requirements related to Supply Chain activities . • Ensure that IRC South Sudan Supply Chain policies and procedures are up-to-date and disseminated in a timely manner and that all Supply Chain staff are trained and competent. • Update and contextualize the IRC standards for assets/equipment to be purchased, as required. • Monitor Supply Chain sections of budgets. Review Budget vs. Actual expenditure reports and monthly Supply Chain reports and give feed back to field sites and the DDO. • Finalize Procurement Plans for all grants. • Ensure donor reports for assets are complete and submitted to the Grants Department on time. • Ensure disposal of assets is reviewed annually and donor requirements followed. • Ensure implementation of Supply Chain global initiatives are on schedule • Ensure monthly Supply Chain reports are submitted from each field site. • Maintain current knowledge of local government requirements related to Supply Chain matters and ensures compliance with legal requirements
Training & Outreach: Proactively develop the skills of IRC South Sudan staff to understand and utilize Supply Chain tools and services to design and implement quality programming. • Work with field staff to identify Supply Chain needs and ensure that issues are raised in new budget development. • Design and implement a program of capacity-building staff designed to strengthen the capacity for autonomous action of the Juba and field-based Supply Chain Departments. • Ensure all Supply Chain staff are aware of and in compliance with IRC policies for procurement, asset and stock management, and vehicle and equipment management, in order for them to clearly share this information. • Assist Supply Chain staff in working with program staff towards establishing procurement plans . • Travel to provide technical support to field offices and sub-offices. • Conduct IRC South Sudan Supply Chain workshop annually.
Staff Management: Practice excellent human resource management, supporting the development, promotion and retention of a motivated team of qualified and experienced staff. • Identify staffing and/or skill gaps and see that these gaps/needs are filled and support the recruitment of all Supply Chain staff and provide day to day supervision of department. • Provide feedback through regular performance evaluations. • Ensure that any staff discipline follows a progressive methodology which provides for clear and structured improvement. • Develop long term plan for continued quality leadership by providing staff development and succession plans.
Other: • Responsible for the successful rollout and maintenance of Prologs for IRC South . • Ensure procurement is done according to IRC and/or donor regulations. • Ensure that staff participating in tender committees are trained and understand their roles. • Ensure clear delineation of roles for procurement. • Ensure the update of the pre-selected suppliers list. • Ensure transport services are cost efficient and reliable. • Ensure warehouse and stocks are secure, well managed and documented. • Ensure assets and property are effectively managed, asset list is updated regularly and assets are disposed according to IRC and/or donor regulations. • Participate in IRC Southern Sudan Security Management Planning, and assist the CD/ DDO with operational security matters. • Participate in Logistics Cluster meetings.
Qualifications: • Degree or professional certification in Supply Chain Management, Business Management or related field. • At least 5 years progressive management and leadership experience. • Experience working with donors including USAID, BPRM, UNHCR, DFID, ECHO, and EU, and knowledge of specific donor guidelines. • At least 3 years international experience managing a large multi-site Supply Chain operation, preferably within an NGO setting. • Solid knowledge and understanding of practical Supply Chain procedures and maintaining supply pipelines in areas with weak infrastructure. • Demonstrated excellence in training and capacity-building of specialist and non-specialist staff in Supply Chain Management. • Strong organizational, interpersonal and communication skills. • Strong computer competency with word processing, spreadsheets, and databases. • Strong leadership qualities and willingness to exercise initiative. • Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change. • Must be able to function effectively in complex work environment, set appropriate priorities and deal effectively with numerous simultaneous requirements. • Fluency in English, both written and spoken. • Willingness to travel to and work in remote and/or insecure environments - this position will spend up to 25% of time traveling to IRC South Sudan Field Offices.
