The International Criminal Tribunal for Rwanda, Judicial and Legal Services Division, Chambers Support Section,
Responsibilities
Under the overall judicial supervision of the President, under the administrative supervision of the Deputy Registrar and in collaboration with the Judges and the Chief of Chambers Support Section, the incumbent will perform the following functions:
Provide legal advice and other support to the Chambers Support Section in International Humanitarian Law, Public International Law, Criminal Law and Comparative Law.
Advise the President and Judges on the interpretation and application of relevant texts including the Statute, Rules of Procedure and Evidence and other constitutive documents for the Tribunal.
Co-ordinate and ensure the proper functioning of the judicial work of the Chambers support section and supervise the legal officers under the direction of the President and ensure the co-ordination of legal research in the preparation of the Chamber's decisions, orders and judgments.
Jointly with other Legal Officers, develop and implement programmes aimed at updating and improving the skills of the legal officers in the Chambers and enabling exchange of experience among legal staff in the Tribunal.
Prepare and co-ordinate the preparation of amendments and revisions of the Tribunal's legal instruments.
Liaise with the Registry's relevant sections and units for the publication of the Tribunal's decisions and judgments for the efficient maintenance of the judicial archives and for the regular updating of the ICTR web-site.
Perform the support functions referred to in Article 51 of the Directive for the Registry, Court Management Section, notably by providing assistance to the Chambers in legal research and drafting of decisions, judgments, opinions and orders. The incumbent will also be responsible for ensuring that decisions, judgements, opinions and orders are in proper form and duly signed, and for organizing the work of the Legal Officers assigned to the Chambers.
Perform other related duties as required by the President, the Judges and the Deputy Registrar.

Education
Advanced University degree (Masters) in Law, with international humanitarian law or criminal law as substantial components.
Work Experience
10 years of progressively responsible professional legal experience, including at least 5 years of international experience. Experience in legal analysis, research and writing and proven experience in International Humanitarian Law., as well as in the practice of Criminal Law. Proven knowledge of the functioning of the Tribunal and, in particular, the activities of the Chambers and the ICTR Case-Law
Languages
English and French are the working languages of the International Criminal Tribunal for Rwanda (ICTR). For the post advertised, fluency in English is required; a good knowledge of French is desirable.
Assessment Method
Candidates will be evaluated based on the eligibility criteria and a competency based interview.
