Background The Water and Sanitation Program (WSP) is a global partnership, administered by the World Bank, with a mission to help poor people gain sustained access to water supply and sanitation services. WSP works in partnership with country client governments, external support agencies, water sector professionals, civil society and private organizations to improve various institutional, technical, economic, financial, and legal aspects of service delivery options and to promote large-scale programs to accelerate service provision to the poor. It also identifies and analyses key sector problems, identifies solutions, documents and shares lessons from the field and disseminates knowledge at local, national, regional and global level. WSP's Business Plan for fiscal years 2011 to 2015 proposes to contribute to sector outcomes in six strategic areas: 1) scaling up rural sanitation and hygiene; 2) creating sustainable services through domestic private sector participation; 3) supporting poor-inclusive sector reform; 4) targeting the urban poor and improving services in small towns; 5) mitigating and adapting service delivery to climate change impacts; and 6) delivering services in fragile states. WSP has offices in 24 countries across Africa, East Asia and the Pacific, Latin America and the Caribbean, South Asia, and in Washington, DC. WSP is led by a Program Manager located in the World Bank’s Transport, Water and ICT Department in the Sustainable Development Network (SDN) Vice Presidency. Purpose and Scope of the Job As part of the scaling up rural sanitation business line, WSP-AF is supporting the Government of Tanzania to scale up sustainable access to sanitation in order to improve and protect the health of poor rural and urban. The Tanzania government’s National Development Vision 2025 has the goal of moving Tanzania to a middle-income country by 2025, and emphasizes improved human health as a critical ingredient for economic growth and poverty reduction. Tanzania has also adopted the MDG targets of halving the number of people without access to sanitation by 2015. In addition, specific five year targets for sanitation are part of the National Strategy for Growth and Poverty Reduction II 2010 – 2015 (known by its Swahili acronym, MKUKUTA II), which is, “a vehicle for realizing Tanzania’s Development Vision 2025.” The MKUKUTA II’s sanitation targets for improved toilets at household level are 35% in rural areas and 45% in urban settings in 2015. The strategy also calls for improving handwashing with soap behavior. The strategy suggests intervention packages for realizing the vision and targets that include Total Sanitation and Sanitation Marketing (TSSM), support to monitoring of resources, outcomes, outputs, and sensitization. The Ministry of Health and Social Welfare (MoHSW) has also developed a National Environmental Health, Hygiene and Sanitation Strategy (2008-2017) which outlines options to improve sanitation that include a number of promotional, educational, and participatory approaches and methods. To contribute to the MKUKUTA II objectives and targets, the Government plans to implement a National Sanitation Campaign. In order to support the country’s efforts, WSP-AF is carrying out a structured learning process to develop evidence, practical knowledge and tools for effective replication and scaling-up of sanitation and hygiene. WSP-AF specifically provides support to the strengthening of the enabling environment; technical assistance on sanitation approaches; operational research; performance monitoring; and learning and knowledge management. WSP-AF therefore plans to recruit a Water and Sanitation Specialist to lead aspects of the coordination and implementation of sanitation activities in Tanzania with emphasis on supporting local governments and the private sector in improving sustainable access. The Water and Sanitation Specialist will report to the WSP-AF Principal Regional Team Leader and work under the day-to-day supervision of the Tanzania Country Coordinator, in close collaboration with WSP-AF’s Regional Sanitation and Hygiene Team Leader, the WSP global business area leader in Washington DC, as well as teams in the other countries in which similar projects are being implemented. |
Duties and Accountabilities |
The selected candidate will: a) Lead specific tasks related to scaling up sustainable sanitation programs, including: Supervising field operations and providing technical assistance (in areas such as social marketing, hygiene and sanitation, general management) guidance to zonal coordinators and contracted consultants Providing technical assistance to regional and local government authorities in order to assist them in meeting sanitation targets at household and community levels Identifying the factors that can improve private sector participation in sanitation service provision Working with government to apply program models developed in collaboration with private sector marketing expertise Documenting field lessons and innovations Ensuring quality training materials are developed and implemented. Monitoring and reporting on program progress track and update program implementation plan; and assist team with planning activities Assisting government counterparts to strengthen their monitoring systems Acting as a resource person to identify and pro-actively solve operational issues and problems; b) Backstop and support coordination of WSP-AF country office, participate in relevant World Bank operations, and in national sanitation and hygiene dialogue with country clients and partners; Draft official correspondence to government and sector partners on behalf of the Country Coordinator and organize meetings with governments and sector partners; c) Prepare components of key strategic and planning documents including updated project implementation plans, mid-year and end year reports, annual business plans, and budgets; Collate and report on program data for performance monitoring; d) Assist in establishing operational and analytical linkages to global and regional WSP initiatives such as Sustainable Services through Domestic Private Sector Participation (SS-DPSP) program and the Economics of Sanitation; e) Participate and contribute to information, advocacy, and outreach activities, including but not limited to, presenting program activities at national and international events and liaising with national and international media outlets for coverage; f) Participate and contribute to the WSP regional and global knowledge initiatives, activities and events on water, sanitation and hygiene; and in the production of quality operational reports and papers; g) Design and deliver learning and knowledge strategies and programs in order to document lessons learned from the country work program; h) Contribute to developing proposals and making presentations to potential funding agencies. Supervision The Water and Sanitation Specialist will: a) report to the WSP-Africa Principal Regional Team Leader (PRTL) based in Nairobi, on all substantive and professional matters. Day to day supervision will be provided by the WSP Tanzania Country Coordinator; b) operate within the overall framework of the Bank strategy for the WSS sector in Tanzania which is led by the AFTUW Sector Leader. The Water and Sanitation Specialist will liaise closely with the RM staff in Tanzania as well as the AFTUW field staff; c) operate under the authority of the Country Director for Tanzania and report to relevant staff of the country office on all matters concerning administration and the Bank relationship with Tanzania. He/she will follow all the policies and guidelines applicable to the staff of the Bank Country Office. He/she will be provided with an office, PC and a phone connection in the Bank Country Office; d) follow normal World Bank working hours and inform all relevant staff in the Country Office of his/her absence and missions outside Tanzania. |
Selection Criteria |
The position requires a person with experience in operations in developing countries in the water supply and sanitation, social or commercial marketing or related sectors. Specific requirements include: a) Masters or higher-level degree(s) in a field relevant to the WSP, such as social science, institutional development, economics, marketing, finance, or engineering, or other field relevant to water supply, sanitation and behaviour change. b) At least five years of relevant experience in country development work, including specific experience in the water supply and sanitation sector and in programs focusing on household and/or community behaviour change; c) Demonstrable experience and ability to work with donors, private sector, and senior representatives of international organizations, to influence without dominating, advise on politically difficult reforms, and gain and retain confidence in a personal ability to deliver on required products; d) Experience in working with national, local and community authorities in delivering and monitoring development programs; e) Extensive knowledge of water supply and sanitation development, utility/institutional reform and public private partnerships, sector coordination and policy dialogue, and pro-poor strategy and program development; f) Preferred: technical experience in consumer or social marketing in developing countries with a focus in one of the following : advertising, sales, pricing, distribution, or goods and services development; g) Outstanding listening, verbal and written communications skills in English, with advanced knowledge of MS Word, Excel and PowerPoint for high level analysis and reporting; Knowledge of Kiswahili is desirable; h) Proven ability both in delivering on own-managed work, track record of delivery and managing complex tasks, requiring technical knowledge and experience, personal maturity and political judgment.
