The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, Somalia, the Central African Republic and Southern Chad.
Vector Borne Disease (VBD Prevention Coordinator for the South Sudan emergency programme will work as part of a MENTOR technical team with other specialism’s including VBD case management, VBD prevention, and IEC/BCC. This post will work with MoH, UN, NGO and FBO teams to help ensure that all vulnerable host, IDP and refugee populations in target areas, have access to shelter that provides protection against mosquitoes and other disease vectors or nuisance insects. This will be achieved through a combination of training and active participation in implementation of vector control community campaigns in the direct work in the four targeted States in the North Eastern part of South Sudan.
The main responsibilities of this post include the following.
• Ensure the compliance of The MENTOR Initiative South Sudan Emergency Response Programmes for all grant contract obligations to provide technical and operational capacity building of MoH, NGO and community teams in, and delivery of, indoor residual spraying (IRS) and Insecticide Treated Plastic Sheeting (ITPS) distribution campaigns as well as of larviciding campaigns. • In close collaboration with MENTOR HQ and CD, prepare, organise and deliver technical training courses in the organisation and implementation of - IRS campaigns in case of epidemics in areas where LLIN coverage is not adequate (>80%), - ITPS distribution and usage for shelter and latrine construction - larviciding campaigns. • In close collaboration with the MENTOR technical team in South Sudan, participate in the mapping exercise of high risk areas of VBD epidemics in the targeted States. • Supervise and manage The MENTOR Initiative national clinical trainers. Assure that they follow the work plan and activities set in the programme objectives. • In close collaboration with the MENTOR Initiative logistical team, organise for the set-up of contingency stock of IRS and ITPS equipment and material in strategically convenient areas in the targeted area. • Manage the loan and distribution / donation of IRS equipment and ITPS as well as insecticide to partners, where they are going to be responsible for IRS campaign implementation and shelter construction for identified displaced people settlements in South Sudan. • In close collaboration with the MENTOR Initiative Logistical team, responsible for ensuring appropriate handling and storage of all IRS and ITPS materials and equipment. • Provide technical supervision for partner IRS and ITPS shelter construction campaigns. • Ensure basic mapping of all ITPS distributed and IRS activities in South Sudan. • Provide technical information and advise to partners concerning vector control through larviciding campaigns. • Where required, implement larviciding campaigns. • In close collaboration with the MENTOR technical team in South Sudan, ensure a package of simple, clear and culturally appropriate IEC is provided to all IRS, ITPS and larviciding recipients.
Other:
• Manage human resources under his/her direct line management in co-ordination with the CD. • Assist in the creation of viable new proposals and budgets in liaison with the South Sudan CD. • Represent The MENTOR Initiative at relevant district/regional level meetings with the government and NGO partners to help inform and support a co-ordinated approach to IRS, ITPS, larviciding and other vector born disease control strategies in the South Sudan emergency. • Maintain up to date information on areas covered by vector control campaigns. • Preparation of relevant sections for weekly, monthly, and other ad hoc reports • Participation of relevant sections in weekly or more frequent planning meetings. • Development of relevant sections in other reporting required by grant contracts. • Support the South Sudan CD in assessment missions when required. • Any other duties as may be assigned by the CD and agreed with the HQ South Sudan Program Manager and/or the Director.
Job Specification Essential: • Relevant tertiary level degree or significant relevant experience • At least 3 years field experience in a similar environment of which minimum one year of specific IRS / shelter experience is desirable. • Proven capacity to train others • Flexible and willing to learn • Excellent team worker and communications skills • Practical, hands on approach • Fluent English • Familiarity with NGO working environments and standard procedures. • Ability to work long hours • Honest, conscientious and reliable
