The Government of Rwanda (GOR), in conjunction with the World Bank, African Development Bank and United Nations Development Program, is starting a 4 year Strategic Capacity Building Initiative (SCSI) which will focus on 'knowledge and skills transfer' and delivery in the mining sector.
The mining sector has been the country's leading export earner in the last several years, in spite of low capacity in the sector. Therefore, given this potential to contribute both to economic growth and trade balance in particular, the sector has been identified for priority focus.
The Government of Rwanda has taken steps to set the conditions for the sectors progress by privatizing the sector, improving the legal and regulatory framework and setting a clear strategy for its growth.
The Ministry of Mineral Resources (MINIRENA) and the Geology and Mines Department currently have vacancies for key roles in the sector. Please see below the Terms of Reference (ToR) for the available vacancies.
COUNTERPART TO THE EXPERT FOR MINERAL TRACEABILITY CHAIN AND CERTIFICATION
JOB DESCRIPTION
- Assist in facilitating mining companies to develop policies for mineral certification;
- Assist mining entities to prepare for external mineral audit;
- Participate in the development of cooperation mechanisms with other mineral traceability / certification ventures;
- Contribute to the monitoring and evaluation of the current OGMR traceability / certification projects;
- Participate in the development of a document on traceability principles and outcomes;
- Participate in the building of capacity in storage of the traceability data in appropriate and active data base;
- Assist the Expert in facilitating conferences organized in order to promote mineral certification and traceability;
- Submit regular reports to the supervising authority.
MINIMUM QUALIFICATIONS AND EXPERIENCE
QUALIFICATIONS
The candidate should hold at least a Bachelor's degree in Geology / Economics/Statistics/Geography; Knowledge of the workings of the mining industry is an added advantage.
EXPERIENCE
- Knowledge of International Certification Systems/Processes;
- Some experience in natural resources tracking systems;
- Good knowledge of the mining industry in the region and existing certification systems;
- Knowledge and experience in audit procedures of natural resources;
- Strong oral and written communication skills in English. Knowledge of French is an advantage;
- A very positive attitude to learn
SUPERVISION AND REPORTING ARRANGEMENTS
The local counterpart will report directly to the Head the Department of Mines and Geology.
DURATION OF THE ASSIGNMENT
The Duration of the assignment is for two years.
LOCATION
The project is planned to be carried out In Rwanda, Kigali City, in the "MINIRENA” premises.
REMUNERATION
Counterparts will be paid a competitive salary In-line with the Rwandan salary scale.
