Details:
This Terms of Reference seeks to identify a mid-level consultant with expertise in working with adolescent and youth to support the mapping of youth organizations and the development of a regional e-network of youth organizations.
Responsibilities:
PURPOSE
The purpose of the consultancy is to enhance youth participation in UNICEF education programming (and other sectors), particularly programming focused on reducing the number of out of school children, with a focus on children Roma communities, children with disabilities and girls. Specifically, the consultant will aim:
1. To develop, in partnership with youth organizations, a methodology for identifying, mapping and assessing the capacity of youth organizations at the country level, with a focus on those with the potential to engage in education activities
2. To support, in partnership with youth organizations, the piloting of the methodology in four pilot countries
3. To design, in partnership with youth organizations, a web platform to present the networks of youth organizations at country and regional level
RATIONALE
• Consult regularly with the UNICEF Regional Office and Country Offices on expectations, plans and progress
• Review existing methodologies for mapping organizations, with a mind to identifying an innovative and participatory model, such as the one conducted in Kosovo
• Develop draft standard methodology for mapping youth organizations
• Share the draft with RO and COs
• Develop a plan for adapting and piloting the mapping at country level, in collaboration with the COs and RO
• Support the COs to pilot the mapping, travelling as needed
• Support the development of an e-platform to provide a visual representation of the mapping of youth organizations at the country and regional levels.
• Present the mappings, as requested at country and regional levels
• Compile the four mappings into the regional e-platform.
• Adapt standard methodology according to experiences in country offices and submit final draft to RO and COs
• Draft reflection report and visual presentation on the process and lessons learned on the youth mapping process
• Provide other related support to COs, as requested
While the tasks listed are the primary tasks, consultants are expected to also assist with other small related task, even if not stated explicitly on this list.
Contracted authors of reports and papers will be expected to respond to queries from text editors, even after completion of the contract.
DELIVERABLES
• First draft standard methodology for mapping youth organizations in the region
Deadline: 15 April 2012
• Completed country mappings of youth organizations, in document and web format
Deadline: 15 July 2012
• Completed regional mapping of youth organizations compilation, in document and web format
Deadline: 30 October 2012
• Final draft standard methodology for mapping youth organizations in the region
Deadline: 30 November 2012
• 3-5 page reflection paper and PowerPoint presentation on the process and lessons learned of the youth mapping
Deadline: 30 November 2012
Requirements:
A higher degree in social sciences; academic background in education or youth studies an asset
5-10 years of professional experience at the local and/or national level in research methods, including data collection and analysis; previous research experience with education, adolescents and youth and participatory research methods a must.
Ability to work effectively in a team, with youth and in hardship environments required
Strong communication skills
Previous experience in data analysis and managing research projects are assets
Previous experience with quantitative and qualitative analysis software is a must
English language proficiency required and local language skills a plus
FEES AND PAYMENT SCHEDULE
The consultant will be hired at the standard rate for the P-4 level.
*UNICEF reserves the right to withhold payment or partial payment for deliverables that are of poor quality or that do not meet the deadline stated in the contract.
*If deliverables are submitted before the end of the contract payment will be processed upon delivery
Timeline & Start Date:
TIMEFRAME
The work will be completed within 35 days between 20 February 2012 and 20 December 2012.
*This timeframe presents the official contract start and end dates, which are based on UNICEF’s internal procedures. However, the deadlines stated in the deliverables section are those to be adhered to by the consultant.
TRAVEL
The majority of the consultant’s support will take place remotely. However, the consultant will be expected to travel to participating countries. Travel duration would normally not exceed 5 days.
*DSA and travel costs will be covered by UNICEF.
