Job Title: Contracts and Procurement Manager – Uganda
Reports To Supply Chain Manager
Job Purpose: To develop, manage, support and provide strategic direction for the Contracts and Procurement function of Tullow Uganda and the Joint Venture Partners.
Main Accountabilities:
Ensure contracting strategies are developed for high profile, intermediate to complex contracts and for drilling programmes and major projects.
Set up and facilitate contract strategy workshop sessions to secure multi-discipline consensual support for contract sourcing plans and strategies.
Ensure reviews of specifications and scopes of work are undertaken to test for completeness in order to enable the technical functions translate their requirements into clearly articulated expression of commercial intent.
Ensure that the procurement and contracting activities are conducted in a professional manner in accordance with the contracts and procurement procedure manual and appropriate input from key stakeholders is sought.
Ensure the annual provision of cost recovery training to all Contract and Procurement staff and contract holders.
Provide input and guidance into the administration of intermediate to complex contracts and claims avoidance/ management advice.
Provide support to User functions on post-award contractual interpretation and administration matters, including supplier performance management
Ensure the Contract Review Board is managed in a professional manner and in accordance with relevant procedures.
Accountable for the training and development of a team of contracts and procurement professionals.
Ensure good working relations are developed and maintained with contractors and partners.
Ensure pre-qualification exercises, pre-tender meetings, invitation to tender documentation, tender openings and evaluation of tenders received, including detailed analysis of commercial and contractual qualifications, exceptions and deviations are conducted in a professional manner as per normal oil and gas industry practices
Requirement:
Qualifications:
A University degree in Quantity Surveying, Engineering, Business or Management related discipline.
Post Graduate Qualifications in Supply Chain Management, CIPS, or specialised training in contracts management.
Experience:
15 years’ proven work experience in contracts formulation and negotiations with substantive exposure to technical disciplines and supply chain issues.
Knowledge and Skills: Essential:
Complex contracts formulation, evaluation and negotiation skills.
Coaching and mentoring skills.
High level of competency in Microsoft Word and Excel.
Understanding of significant legal and commercial issues within the supply chain.
Advanced numeracy skills.
Preferred:
Working experience within an International oil exploration and production industry.
Drilling and operations contracting experience.
Experience in major oil & gas project procurement.
Job Title: Logistics Manager – Uganda
Reports To: Supply Chain Manager
Job Purpose: To provide expert logistics management for all aspects of logistic requirements for planned and on-going operations and development projects.
Main Accountabilities:
Contribute to the development of SCM strategies and plans, working with SCM leadership in-country and at SCM group level.
Work with Partners to develop integrated logistics solution.
Manage contracts and contractor performance with specific focus on EHS and costs.
Work with Business Unit Management and internal customers to review and plan Logistics requirements for operations and development projects.
Evaluate with Transport and Materials Teams the most economic method of shipment for inbound and outbound (materials, equipment & personnel), taking the local infrastructure into account, e.g. roads, bridges, railway, freight wagon size and capacity, crane availability etc.
Oversee the periodic review of Freight Forwarders / Transport and related Logistics providers to develop and award Logistics contracts.
Manage Supplier Performance and Relationship Management for major Logistics Providers in country.
Ensure Logistics & Customs and permit requirements are understood and adhered to for both the country of export and the country of import.
Review and update of current logistics policies and procedures to ensure that legislation is being adhered to, and that Tullow benefit from the use of industry best practices.
Oversee inbound materials and equipment movements in line with operational and project requirements (includes reverse logistics); Personnel transportation, including on country personnel vehicles, aviation operations; marine Operations; crude export road and / or rail operations.
Responsible for tracking, managing and reporting QHSE compliance for all aspects of logistics service provision.
Review and develop optimum solutions for disposal of surplus inventory.
Manage performance reporting across all aspects of Logistics, including budget, service levels and compliance.
Develop the logistics department skills and capability, including succession planning and localisation.
Oversee logistics incident management.
Requirement:
Qualifications:-
A university degree in Transport Management, Engineering, Business or Management related discipline
Experience:
15 years’ work proven experience in Logistics Management.
10 years’ of projects and operations logistics experience with an Operator and/or main Logistics provider.
Experience working in East Africa on the above is required
Proven logistics experience (transport, warehouse and materials) is paramount
Knowledge and Skills Essential:
Planning and organizing skills
Knowledge of financial analysis/logistics cost and service model
Proven experience of project logistics
Proven experience of logistics strategy development, contracts formulation and management
Prior experience in working in East Africa
Preferred:
Prior experience on oil and gas operating environment
