The Henry M. Jackson Foundation (HJF) is seeking a Laboratory Director to support the United States Military HIV Research Program (MHRP), located Mbeya, Tanzania.
Under the direction and supervision of the Senior Program Director for the Walter Reed Project (WRP) - Tanzania, the incumbent will direct and manage the development of quality clinical laboratory services at Walter Reed partner facilities consistent with the principles of the United States President’s Emergency Plan for AIDS Relief (PEPFAR). The incumbent will be located in Mbeya and will be responsible for coordinating and leveraging Walter Reed lab activities and expertise with other U.S. government, international and host government agencies as it relates to the need/goals of care and treatment and research activities supported in Tanzania and East Africa by the DoD/US MHRP. The incumbent will also coordinate laboratory development under PEPFAR with MHRP research conducted in Tanzania. The incumbent will have supervisory and managerial responsibility over laboratory personnel hired by HJF and/or HJFMRI for direct technical support for program management. The incumbent will ensure that WRP activities are planned and executed with quality, accountability, and measurable impact. S/he will represent the WRP lab program with other USG agencies, donors, partners, and Tanzanian government authorities.
Responsibilities:
Directs WRP in the area of clinical laboratory services to ensure quality laboratory monitoring at hospitals throughout the Southern Highlands under direct WRP funding to include coordinating services with the clinical care (ART) team at WRP and each facility.
Develops/refines the staffing needs of the WRP program and provide supervision for all WRP (HJFMRI) lab staff.
Develops/refines strategy for WRP support for lab services under PEPFAR support in the Southern Highlands.
Functions as a critical team member of the WRP Tanzania team executing and PEPFAR, attending scheduled WRP, as well as ad-hoc meetings.
Strengthens the capacity of WRP supported sites in forecasting, procuring, and maintaining laboratory reagent and supply stocks, working with implementing partners in developing systems to support these activities.
Takes responsibility for the submission of annual WRP lab program budgets and other related documentation (COP workbooks, task order contributions, annual plans, procurement forecasts, purchase approvals, etc.).
Provides and resources technical advice/assistance and analysis for improving laboratory services with particular emphasis on quality management in the clinical laboratory. Work shall include evaluation of current activities and practices, seeking and developing new or innovative laboratory practices to improve laboratory services delivery, maintaining proficiency with current and future equipment and support for maintenance of equipment. Duties will also include ongoing evaluation of existing SOPs, assistance in selection and coordination of appropriate training, equipment, analysis of existing data, development of best-practice, evidence-based approaches to WRP and PEPFAR priority areas.
Develops WRP funded facilities to improve laboratory standards up to WHO accreditation levels.
Works with key stakeholders (USG, national and regional) to direct the strengthening of a zonal QA/QC program for the Southern Highlands.
Assists in the development and execution of training programs at the training centre in Mbeya for laboratory management and quality services.
Works with WRP regional laboratory team to build up and sustain quality systems throughout the region.
Develops Mbeya Referral hospital referral capabilities in laboratory services, including development of TB and pathology services.
Offers expertise to other USG funded partners and sites in the development of quality laboratory services.
Serves as the DoD representative on the USG Laboratory HIV/AIDS Working Group in Tanzania, providing technical input in laboratory services, to ensure continued collaborative and coordinated efforts among the USG agencies in the planning and implementation of activities in support of the five-year strategic plan for Tanzania in support of PEPFAR.
Works with the above committees, providing support and undertaking assigned tasks as needed as part of the overall USG effort under PEPFAR.
Works with other USG agencies and Ministry of Health and Social Welfare counterparts in developing national SOPs and QA/QC measures and programs.
Represents DoD interests in expansion of HIV/AIDS prevention and care and treatment activities in Tanzania and leveraging of relevant areas of DoD expertise to assist other USG and DoD efforts.
Solicits funding through identified mechanisms to ensure continued participation in PEPFAR and from other sources as needed to support the DoD associated programs in East Africa.
Prepares funding documents, written reports, and manuscripts for submission to scientific journals.
Ensures proper budgeting and accountability for financial matters regarding laboratory support and implementation with WRP partners, developing budgets, assisting in procurement of needed reagents and supplies and overseeing budget expenditures.
Identifies training needs and foster a productive team environment.
Assists in the evaluation of potential research expansion sites in Tanzania.
Provides collaborative assistance to other program personnel and research scientists that require the incumbent's expertise.
Maintains a safe work environment with appropriate training of other personnel.
Completes other projects as needed.
Required Knowledge, Skills, and Abilities: Knowledge and experience regarding clinical laboratory science, quality management systems and ISO 15189 and WHO standards for accreditation. Laboratory management experience and training in international settings. Program monitoring and evaluation. Knowledge of applicable complex technology; an ability to communicate effectively to include excellent verbal, written and interpersonal skills; ability to troubleshoot technical procedures; ability to work independently and supervise others.
Minimum Education/Training Requirements: Ph.D. in related scientific or laboratory science discipline.
Minimum Experience: 5 years related lab management experience and 3 to 5 years of international work.
Physical Capabilities: Incumbent will be expected to relocate to Dar es Salaam, Tanzania and travel to research/field locations sponsored by the USMHRP in Tanzania and East Africa. In country, the incumbent will divide his/her time approximately 30% of time supporting USG national level activities with the remaining 70% of the time supporting direct WRP supported partner sites to include site visits and TDY in the Southern Highlands of Tanzania.
Supervisory Responsibilities/Controls: Incumbent will work under the supervision of the Senior Program Director for WRP Tanzania, and will supervise technical lab staff in Tanzania.
Work Environment: Office/field environment; may require working evenings and weekends; may involve working with biohazardous materials.
