Locally known as the Walter Reed Southern
Highlands AIDS Program, the Henry Jackson Foundation Medical Research
International (HJFMRI) is an international non-governmental organization
working in several countries conducting research studies and providing care and
treatment to people affected by HIV/AIDS. HJFMRI is funded by the
Presidents Emergency Plan for AIDS Relief PEPFAR.
In collaboration with the Ministry of Health and Welfare (MOHSW),
HJFMRI has been leading a comprehensive HIV/AIDS care and treatment program in
the Southern Highlands of Tanzania since 2004 with support from the President’s
Emergency Plans for AIDS Relief (PEPFAR). The program is based within the
Mbeya Referral Hospital and has since extended to more than 100 health facilities
in Mbeya, Rukwa and Ruvuma regions, which collectively represent a catchment
area of about 6 million people. Mbeya region is one of high prevalence
regions in Tanzania and expansion of HIV care and treatment programs is
critical.
Walter Reed Program is seeking qualified candidate to fill the

Title: Procurement Assistant
Reports to:
Procurement and Logistics Manager
Location: Mbeya
As a
credible member of the Procurement Team you will:

Contribute positively and with high levels of energy to the
development of the team as the exemplar in the field of procurement.
·
Support the provision of procurement services to the wider WRP/HJFMRI
organization.
·
Work collaboratively with the procurement team and internal clients to
ensure the delivery of a high quality, compliant, cost focused procurement
process.
As Procurement
Assistant you will:
·
Satisfy day to day procurement requirements to ensure added value,
savings, quality and surety of supply.
·
Support your team in ensuring the delivery of best practice
procurement including cost efficiencies, the agreement of acceptable commercial
terms, supplier relationship management, process efficiency / compliance and
benchmarking of best practice
Duties and Responsibilities
Under the supervision of the Procurement and Logistics Manager and within delegated authority, the
Procurement Assistant is responsible for the following duties:

Provides procurement and administrative support to the Procurement and
Logistics department in the acquisition of goods and services
·
Reviews, records and prioritizes procurement requisitions and obtains
additional information/ documentation as required; determines the availability
of vendors.
·
Assists internal clients in the proper drafting of Technical
Specifications, Terms of Reference and establishment of Technical and/or Commercial evaluation criteria.
·
Check and classify the precedence of the requisition and process as
priority setting of the materials needed.
·
Maintain appropriated records to ensure that procurement process,
decision, and contractual agreement are accurately documented for
accountability and audit purpose.
·
Process the appropriate document and forms for issuing the petty cash
from the cashier/petty cash custodian;
·
Coordinate with requestors and make sure the right materials needed.
Find out the sample of material to be purchased if necessary;
·
Handing over purchased materials to the responsible receiving office
and do all actions for completing the process.
·
Perform other duties as assigned by supervisor.

EDUCATION/EXPERIENCE/LANGUAGE
REQUIREMENTS
·
Completion of Secondary education required. A diploma in Procurement,
Logistics Management, Business Administration, Management, or a relevant field
is a distinct advantage
·
2 to 4 years of progressively responsible experience in procurement.
·
Good working knowledge of MS Office application (Word, Excel), email
and able to easily navigate the Internet
·
Fluency in spoken and written English and Swahili is required.
