We are currently looking for a motivated and dynamic Programme Officer for our Governanceprogramme 'Chukua Hatua'.
The role
Reporting tothe Governance Programme Manager,
the person will be responsible for the implementation of Chukua Hatua projects in several districts ofShinyanga, Simiyu, Geita and Mwanza regions, as well as for ensuring that community mobilisation and active citizenship at the local level are fully integrated and realised in all Chukua Hatua work. The role is a mixture of capacity building, advocacy and project management.
The person is expected to facilitate partners and communities to think critically on how change happens and how to develop strong accountability structures and relations, and thereby making sound analysis and judgement of the context in which the programme is being implemented,
Core components of the role involve
Managing relevant partnerships and contractual agreements
Undertaking monitoring, evaluation, learning and reporting processes as per programme and Oxfam requirement
Problem solving activities related to defined area around Shinyanga as well as around community mobilization and active citizenship; some negotiation and representation with local authorities; and to identify and develop opportunities and spaces for further growth of Chukua Hatua activities in accordance with Chukua Hatua outcomes and objectives.
Responding to humanitarian crisis is Oxfam's mandate and requires all staff in this position to participate in any humanitarian programme (preparedness, response and rehabilitation) if the management decides.

The person
We are looking for a dynamic and motivated individual with relevant academic qualification in the social science humanities or development related field:
This position requires a person who is able to think critically on how change happens, support others to do the same, and use this analysis to make sound judgements.
Equally important is a proven understanding of development issues in Tanzania with special focus on active citizenship, governance, rural livelihoods, and an understanding of participatory democracy and grassroots campaigning,
The person needs to be an excellent communicator, able to interact with and influence stakeholders at various levels with fluency in written and verbal Swahili and English.
The person must be able to work in a dynamic and fluid context, adapting as the context requires, and thinking creatively on how to do so
