Position Description:
Elizabeth Glaser Pediatric AIDS Foundation, mission is to identify, fund and conduct critical pediatric research and implement high quality services that will lead to better treatments and prevention of HIV infection in infants and children, to reduce and preveAt'1-lIV transmission from mother to child and to accelerate the discovery of new treatments for other serious life-threatening pediatric diseases. The Foundation also takes a leadership role in promoting global education, awareness and compassion about HIV/AIDS in children. With USAID support, EGPAF opened an office in Tanzania in 2004.

Job Summary
The Program Coordinator Quality Improvement (PC-QI) is a critical member of the EGPAF team in Tanzania responsible to support, co-ordinate and provide technical expertise for the implementation of high quality QI initiatives following the EGPAF's quality improvement plan. In collaboration with Care and Treatment and PMTCT teams The PC -QI provides on-going support to EGPAF-supported regions, both Field offices and sub-grantees. PC-QI will ensure that EGPAF-supported regions reach their targets by leading efforts to initiate quality improvement cycles in order to improve the quality of service delivery. The PC-QI will collaborate closely with EGPAF Global staff, EGPAF HQ. the University Research Company (URC) and the National AIDS Control Program (NACP).
Duties and Responsibilities
Development, Coordination and Implementation of EGPAF QI Approach
Develop, coordinate and monitor the implementation of EGPAF QI plan, tools and indicators
Work with all departments and program officers in CO and FOs to analyze and improve program performance Work with EGPAF Global staff to ensure proper employment of QI initiatives to improve the programs performance Coordinate and provide guidance to QI teams activities at country and field offices to ensure their functionality
Work with Community Linkages and Public Health Evaluation and Research departments to ensure implementation of Consumer Involvement strategy
Monitor the quality of supportive supervision and mentorship conducted by EGPAF and CHMT including the use of national supportive supervision and mentorship tools in all joint visits
Initiate QI activities in health facilities that are identified as requiring QI interventions based on analysis of C& T, PMTCT, EID/EPI, LAB, TB/HIV, PITC, SCM, CL & TRAINING data
Oversee data collection activities related to quality improvement efforts
Work with relevant staff to coordinate regular feedback to and information exchange with all stakeholders, including sub-grantees, in EGPAF programs to share experiences in order to improve quality in EGPAF's program
Ensure regular quality improvement meetings take place at site-level with the program officer responsible in attendance (reviewing data, flow charts and setting/following up action plans throughPDSA cycles)
Conduct routine meetings to review information and data for program quality with M&E, CMT other technical program office sand operations staff where needed
Capacity Building and Technical Assistance of EGPAF Staff in QI Principles
Build the capacity of all technical staff to integrate QI principles into their work and various departments Provide on the site QI mentoring (refresher training) for all program officers previously trained in QI Work with all departments to facilitate initiation of quality improvement initiatives
Coordinate regular meetings to share M&E and QI data and patient outcomes so that departments know how effective the program is and what are the areas that need more support and focus
Work with Program Officers for clinical services to apply QI principles in routine supportive supervision visits
Capacity Building and Technical Assistance of EGPAF Sub grantees in QI Principles
Coordinate and prepare QI learning sessions for all EGPAF supported regions, in collaboration withEGPAF training department, URC and RHMT/CHMT
Carry out regular QI coaching and mentorship to QI teams at EGPAF supported sites in collaboration with URC and RHMT/CHMT Support RHMT and CHMT QI teams in implementing the National Quality Improvement Guidelines
Manage data and information generated from routine monitoring and evaluation and quality of care report and give feedback and disseminate data/reports as appropriate to RHMTs, CHMTs, sites andEGPAF
Representing EGPAF to MOHSW, DONORS, HQ AND OTHER STAKEHOLDERS Concerning QI activities
Work closely as EGPAF primary liaison person with National AIDS Control Program, University Research CO)1'\pany (URe) and PharmAccess International to support implementation of National QIprogram. .
Participate in quarterly QI implementing partners meetings organized by NACP and CDC
Use results of QI interventions to develop reports, best practice documents and guidelines in collaboration with other EGPAF staff, service providers and CHMT and facilitate their publication to different avenues such as national and international conferences.
Supervises
Program Officer QI (PO QI): Program Coordinator QI has the primary responsibility to supervise, mentor and manage the PO QI. Together, they are responsible for oversight of QI activities
Program Officer clinical services (POCs): The Program Coordinator QI has the primary responsibility to technically supervise and mentor POCs in all issues related to QI; support POCs in use of QI principles and implementation of QI activities in their daily work and to manage QI data and information generated by POCs
Required Qualifications
A university degree, with diploma/registration in clinical medicine or nursing (RN, Medical Assistant, Clinical Officer) or equivalent degree (or proven equivalent experience)
Knowledge and experience in HIV and AIDS care and experience in the public sector health care system Proven ability to manage data and familiarity with computer data analysis packages and MS Office. Experience in program-related work (or public health) with a Masters of Public Health or equivalent degree (or equivalent experience) will be an advantage
Ability to travel within assigned country 30 - 40% of the time.
Knowledge, Skills and Abilities
Energetic, pro-active, independent and self-motivated with Understanding of statistical packages. Excellent analytical, oral, written and interpersonal communication skills
Ability to manage multiple priorities and projects while working as part of team
Skills and knowledge in capacity building and developing and conducting training
Fluency in Kiswahili and English, both oral and written and experience in writing guidelines, documents and reports Ability to work at a high level with limited supervision and ability to work well as part of a team.
Prior experience implementing quality management program and develop QI tools in HIV-related activities Knowledge of existing in country key stakeholders in QI/HIV related activities; experience with international NGO
