SALARY: FSN-11 (USD 13,287 to USD 23,919) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-10 (USD 10,839 to USD 19,515).
MAJOR DUTIES AND RESPONSIBILITIES: As the Construction Project Management Specialist on the HIV/AIDS Team, the incumbent, under the supervision of the mission engineer, will monitor and provide technical, management, and coordination of services related to USAID/Ethiopia’s PEPFAR supported construction contracts. These construction and renovation projects activities include health centers and ancillary facilities such as pharmaceutical distribution warehouses to support the Federal Ministry of Health and Regional Health Bureaus’ facilities expansion and service delivery improvements. The Construction Project Management Specialist will primarily monitor, inspect, and provide quality assurance at construction sites funded by USAID ensuring that USAID’s implementing partners operations meet established schedules, quality control requirements, design criteria and specifications. S/he will also monitor contractors, progress of projects, including review of their efforts to track, manage and update all construction-related documentation, and participate in health facility assessments and renovation projects.
The Construction Project Management Specialist will be delegated all authorities and responsibilities commensurate with an alternate Contracting Officer’s Representative (COR) for programs involving construction and renovation activities. Additionally, s/he will work closely with other technical advisors on implementing activities as well as coordinate with PEPFAR interagency and Government of Ethiopia counterparts to greatly improve the reach and impact of construction and renovations activities.
MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:
EDUCATION: A Masters degree in Engineering, Architecture or related discipline with technical knowledge and experience in designing, renovating or constructing facilities. Experience in construction of health facilities is highly desirable.
EXPERIENCE: 5-7 years of progressively responsible experience working in construction or renovation. Also demonstrated experience is desirable in supporting national and regional stakeholders in planning and implementing health facility renovations and construction.
LANGUAGE: Level IV (Fluent) spoken and written English and Amharic is required, and fluency in one other Ethiopian language preferred.
KNOWLEDGE, SKILLS, AND ABILITIES: The candidate must be familiar with construction and renovation programs as well as have familiarity with the public health system. The Technician will have a practical knowledge of the methods and techniques used to convey engineering and architectural ideas and information on final construction drawings. The position requires good organizational and management skills, strong analytical and research skills, good social and professional judgement, excellent interpersonal skills in cross-cultural and multi-level settings; ability to interact effectively with mid and senior level government officials, high level members of the business community and to maintain collaborative working relationships within a team structure. Ability to organize, analyze, interpret and evaluate information regarding infrastructure facilities and services. Ability to manage projects, consultants and contractors to complete the work. Excellent computer skills are required for effectively operating in this position. Examples of software includes MS Word, Excel, Power Point, and Outlook, Access, statistical and other relevant software. Computer skills are required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements, both program and impact. The selected candidate must be capable of producing high quality work, often under time pressure and in complex situations. Must be able to communicate in English effectively in writing and verbally. Lead and participate in discussions and meetings effectively. Able to rapidly analyse information, evaluate data, and prepare reports and related documents in English.
