Background and context
The PFP Child Rights Advocacy and Education Section (CRAE) provides guidance and technical support to UNICEF National Committees in their Advocacy and Child Rights Education work. This includes support in knowledge management and information exchange among NatComs.
Since 2007 the CRAE section has been using an externally hosted, password-protected Wiki, which had been developed with support from the NY-based UNICEF Innovations unit. Further to several phases of development, the Wiki is now made up of three components hosted on two separate databases: a) the databank for the Study on General Measures of Implementation (GMI database) of the CRC; b) the “NatCompare” database which contains information on i) National Committee priorities, strategies and plans; and ii) a policy mapping on National Committee countries’ policies on the priority issues of the section.
It is now necessary to further update the second part of the Wiki, “NatCompare” to apply similar changes as already made to the GMI Wiki in order to make it more user-friendly, comprehensive, and better organised.
Overall, the development of the Wiki databases is also intended as a pilot to establish – using a comparably low-cost option – an optimal structure and design for an interactive knowledge sharing database that is ultimately expected to be set up in SharePoint, once this software will be rolled out for both UNICEF and National Committees at a later stage.
Tasks
The programmer will work with the Child Rights Advocacy Section, and will undertake the following:
• Implement further adjustments and maintain various online Wiki platforms allowing for limited editing rights to a select group, and viewing rights to a broad audience, on two separate password protected databases
• Liaise with the hosting company and perform the technical setup and configuration of the site as necessary
• Bring Uniwiki extensions up-to-date for use with the most recent versions of Mediawiki as necessary
• Train the Information Management Officer in all the functions of the Wiki
• Advise on the further design and development of the Wiki platform
Requirements
The programmer should have:
• Preferably university degree in relevant field such as communication, information technology, computer science, or information management
• Demonstrated experience with design and maintenance of Wiki platforms
• Demonstrated experience with php
• Demonstrated experience with Mediawiki
• Experience with systems administration
• Good working knowledge in English.
Duration
The consultancy will be for approximately 25 days over a period of 10 months, with possibility of extension.
