Purpose of position:
To provide technical and managerial oversight for the SPEAR project in an assigned cluster of districts and ensure timely implementation and reporting of project activities.

Main responsibilities
• Provide program technical support, supervision, guidance, motivation to ensure effective performance and retention of project of project volunteers.
• Develop networks with other service providers, both public and private, to assure functional referrals for increasing access to prevention, care, treatment and wrap-around services for target workers and their families.
• Identify, appraise, negotiate and recommend district/regional-based service providers to be sub-granted or sub-contracted to implement specific components of the program
• Monitor, supervise and provide technical assistance to subgratees/contractors to ensure timely realization of set targets and satisfactory resource accountability
• Support the respective SPEAR Technical Specialists by organizing and executing training activities as requested – this includes facilitating some of the training sessions
• Follow-up, consolidate and submit all performance and financial reports from all partners
Knowledge, Skills and Abilities
• University degree in management, development, or related field;
• At least 2 years work experience
• Experience in project cycle management
• Experience and sound understanding of project design, management, monitoring and evaluation
• Excellent proposal and report writing skills
• Must have a clear understanding of major donors’ perspectives, requirements and standards.
• A mature and committed Christian, able to stand above denominational diversities.
