Objectives
The principal activities of the Infrastructure and Telecommunications Division (CIMM2) are to ensure that the infrastructure and telecommunication systems of the Bank fit the needs of the Institution and function in an efficient and cost effective manner.
Among others the work objectives include managing, planning and guiding all aspects of Bank’s
Videoconference Infrastructure and videoconference Service Delivery environment that is operational according to service level requirements and supports the Bank’s needs.

The African development Bank’s Videoconference platform is fully based on POLYCOM technology. The core VC infrastructure RMX-4000, RSS-4000, CMA-4000, VBP 5300, MGC 25 and MGC-50 are located in the datacenter in Tunis. End points based on HDX-8000 are used in Tunis and in all 31 Field Offices located in Africa and one (1) regional representation located in Tokyo, Japan.
The main component of this job is to undertake in-depth assessment of the Bank’s Videoconference infrastructure/platform in Tunis and field Offices, identify weaknesses and inconsistencies, propose solutions for optimizing the infrastructure/platform, assist in the implementation of the optimized solution.
Duties and responsibilities
The strategic focus of the Videoconferencing Engineer is the research, development and implementation of the videoconferencing network and all related architecture, product offerings and inter-dependencies, globally. Responsibilities include but not limited to researching new technologies, finding solutions to client requirements, deployment strategies, governance policies, validation testing, performance analysis, interoperability, troubleshooting, analyzing and documenting videoconference infrastructure and service delivery performance.
- Executing all aspects of videoconferencing including call set up, end user training, troubleshooting, and follows through on escalation of trouble incidents occurring during call.
- Lead or assist, as required, with the support (hands-on if necessary) of special events, high profile senior executive meetings, town halls requiring videoconferencing, as directed by client including but not limited to the following:
- Setting up, testing, operation, and tearing down of audio visual and videoconference equipment; (e.g. video data projection systems, computers, audio- and videoconference equipment, microphones, video cameras, audio systems, and operation of integrated AV systems).
- Capable of installing, programming and certifying videoconference codec’s.
- Perform third level problem determination.
- Troubleshoot, assess, and coordinate equipment and systems repair as required.
- Create, update, and resolve trouble tickets as assigned as well as monitoring queue.
- Interface with technology vendors for equipment servicing, training, etc. whether warranty or routine maintenance.
- Manage all technical work on live and video-on-demand webcast events.
- Performs engineering analysis of requirements for Videoconference support and provides recommendations of preferred solutions that optimize engineering, management, and cost parameters.
- Handles the Preparation and presentation of training information to technical staff and user personnel
- Provides support for the Videoconferencing team and should be able to work closely with the Management team
- Maintains usage statistics, issue and repair logs, or other collection/reporting systems.
- Assists the bank for introducing Tele-presence.
- Provide training and client support to end users in the operations of audiovisual systems.
- Compile and maintain room and equipment inventory for the Banks’s global videoconference database.
- Coordinates videoconference activities with other Client facilities as required (e.g., Department Communication Meetings, Special Events, etc.).
- Understand and adhere to Bank’s standard operating procedures.
- Provide project management for the installation of new videoconference equipment.
- Create and modify user documentation and standard operation procedures (SOPs) as required.
- Provide technical consultation, support, and act as lead contact for all videoconferencing operations and maintenance.
- Interact in person, by phone, and/or e-mail directly with clients and end-users.
- Recommend measures to improve performance and increase efficiency.
- Keeping abreast of current technology.

- Experience in videoconferencing, web streaming, web casting is required.
- Extensive working knowledge of POLYXCOM integrated and nonintegrated video conferencing systems.
- Requires a strong understanding of working with hybrid networks (VSAT, fiber optic, MPLS).
- Excellent problem solving and troubleshooting skills; ability to triage effectively under pressure.
- Ability to work in a fast-paced high-end customer focused corporate environment.
- Good organizational skills with the ability to prioritize and multi-task.
- Ability to work effectively both independently and within a team.
- Self-directed, detail-oriented with strong technical, people, & project management/leadership skills.
- Advanced ability to communicate effectively (verbally and in writing).

- Experience and/or strong working knowledge of multiple videoconferencing platforms and engineering.
- 5 – 10 years’ experience in videoconferencing engineering, operations and support.
- Experience with Web-based applications.
- Vendor specific certifications on video conferencing systems a plus.
- Solid understanding of network infrastructure running VoIP, QoS, SIP, H323, H.264, SVC and related protocols video conferencing and video streaming (required).
- ICE/TURN/STUN/SBC, WAN (SONET, DS3, T1, Ethernet) (required)
- -Software/OS: JunOS, Cisco IOS, Unix, Linux, Windows (all flavors of desktop and server), NMS, TACACS+, RADIUS, NetFlow (Cacti), NAC (802.1x).
- Experience with setting up video networks that require communication through firewalls and implementing related security processes, procedures technologies and dependencies (required)
