Objectives
The principal activities of the Infrastructure and Telecommunications Division (CIMM2) are to ensure that the infrastructure and telecommunication systems of the Bank fit the needs of the Institution and function in an efficient and cost effective manner.
Among others the work objectives include managing, planning and guiding all aspects of Bank’s Voice over IP (VoIP) Infrastructure and telephony Service Delivery environment that is operational according to service level requirements and supports the Bank’s needs.
The Bank’s VoIP architecture is based on an Asterisk router to which are connected the different IPBX installed in different buildings and Field Office. The IP-Phones used are fully based on Polycom technology. All the IPBX are the Digium Switchvox and Cisco call Manager technologies.
The main component of this job is to undertake in-depth assessment of the Bank’s VoIP infrastructure/platform in Tunis and field Offices, identify weaknesses and inconsistencies, propose solutions for optimizing the infrastructure/platform, assist in the implementation of the optimized solution, propose and implement new functionalities and features.
Duties and responsibilities
The VoIP Engineer role is to coordinate strategies for defining, deploying, and maintaining the Bank's IP telephony architecture and its associated network connections and component hardware. This includes managing all engineering projects for VoIP initiatives, planning technology roadmaps, and configuring and optimizing all VoIP/IPBX telephone systems and services. Globally, the responsibilities include but not limited to researching new technologies, finding solutions to client requirements, deployment strategies, governance policies, validation testing, performance analysis, interoperability, troubleshooting, analysing and documenting VoIP infrastructure and service delivery performance.
- Designs, builds and implements VoIP infrastructure and services.
- Works together with network and telecommunications team to design, implement and maintain added features, upgrades etc.
- Performs engineering analysis and provides recommendations to improve performance, increase efficiency and optimize the VoIP infrastructure, management, and cost parameters.
- Establish and continue operational best practices and standard operating procedures for deployment, support, and management (monitoring, maintenance, etc.).
- Work with vendors, VoIP providers and telecom carriers to resolve issues and respect the committed SLA.
- Develops and maintains documentation for VoIP architecture, installation and maintenance procedures.
- Work closely with the network, videoconference and system engineers to meet project goals and to ensure operational efficiency and reliability for voice services
- Troubleshoot, assess, and coordinate equipment and systems repair.
- Create, update, and resolve trouble tickets as assigned as well as monitoring queue.
- Interface with technology vendors for equipment servicing, updating and training.
- Provides support for the Voice service team to resolve users’ incidents and problems.
- Maintains usage statistics, issue and repair logs, or other collection/reporting systems.
- Provide training and client support to end users in the operations of voice services
Selection Criteria
Including desirable skills, knowledge and experience
- Master degree in in Computer Science/Telecommunications/Networks.
- Experience and/or strong working knowledge of multiple VoIP platforms and engineering.
- 5 – 10 years’ experience in VoIP engineering, operations and support.
- Strong understanding of working with hybrid networks (VSAT, fiber optic, MPLS).
- Proven experience in software development related with VoIP and Telecommunications projects.
- Extensive working knowledge of Asterisk implementation and configuration. The Digium Certified Asterisk Administrator (dCAA)/ The Digium-Certified Asterisk Professional (dCAP) certifications will be an advantage.
- Applied skills at IP Telephony & Voice: MGCP, SIP, H323, PGW 2200 (softswitch), MGW, SS7 (ITP mated pair), SBC, Asterisk, Digium Switchvox, Cisco Call manger, Polycom SoundPoints IP-Phones, ISDN/ PSTN lines configuration and Unified Communication (UC).
- Working knowledge of Network access methods including E1/ISDN, STM-1, VSAT, WiMax and MPLS.
- Experience/Knowledge Enterprise network (Routing and Switching, network management and Security), Configuration & Change Management, implementation of complex VoIP network designs and solutions.
- Working knowledge of Windows, Linux Operating Systems, PHP, SQL and Videoconferencing.
- Excellence in QoS testing and documentation as well as strong grasp of IT/Telecom concepts and design.
- Excellent problem solving and troubleshooting skills; ability to triage effectively under pressure.
- Good organizational skills with the ability to prioritize and multi-task.
- Ability to work effectively both independently and within a team.
- Self-directed, detail-oriented with strong technical, people, & project management/leadership skills.
- Ability to communicate effectively (verbally and in writing) in English or French and excellent verbal and written communication skills with the ability to effectively interact with all stakeholders, including senior leadership.
