MSH was invited by the Zambian Ministry of Health to submit a proposal to provide technical assistance to the RBF program in Zambia. MSH seeks a Results-Based Financing (RBF) Technical Officer. The specific objectives of the consultancy is to provide technical assistance to the project to ensure (i) effective implementation of the RBF model at district level, (ii) effective integration of design issues arising during the pilot in the national level design of the programme. The firm will work very closely with the Project Implementation Unit (PIU) to provide technical assistance during the implementation of the RBF pilot. The firm will provide hands on implementation support in the nine full RBF intervention districts.

OVERALL RESPONSIBILITIES: The Results-Based Financing (RBF) Technical Officer will work with the RBF Technical Expert/Team Leader to provide district level implementation support throughout the nine RBF intervention districts. The Technical Officers are responsible for ensuring the smooth operation of technical efforts and/or field activities. S/he coordinates and conducts comprehensive capacity building trainings for the District Medical Offices, Provincial Steering Committees, and a sub-set of health facilities. S/he closely coordinates with the nine pilot districts to identify training needs and institutional inadequacies through regular monitoring and supervisory visits. S/he works closely with the RBF Technical Expert/Team Leader to develop strategies to effectively integrate design issues that arise from the pilot. S/he is responsible for working with Ministry counterparts and the project team to coordinate technical assistance and to keep staff informed of the status of specific project activities and milestones.
QUALIFICATIONS: 1. A post graduate training in public health or health management sciences. 2. Experience in health system strengthening. 3. At least five years of experience at the operational level and preferably have a familiarity with RBF programmes. 4. Previous experience building capacity of intermediate and operational level health workers in management & planning and regulation. 5. Previous experience building capacity of non-medical actors in health. 6. Experience identifying and formulating training needs; 7. Experience in qualitative and/or quantitative studies; 8. Excellent communication and report-writing skills; 9. Strong diplomatic and interpersonal skills 10. Knowledge of local languages a plus. 11. Willingness and ability to travel within Zambia as needed.
