The Embassy of the United States of America in Kigali is recruiting for the position of Surveillance Detection Coordinator.
BASIC FUNCTION OF POSITION
Supervises and coordinates all aspects of the Surveillance Detection Program at post as directed by the Regional Security Officer (RSO) and Assistant Regional Security Officer (ARSO). Assists the Foreign Service National Investigator (FSNI), ARSO and RSO in incorporating comprehensive surveillance detection and awareness as essential functions of the integrated security plan. Coordinates the participation, harmonization, and training of post resources (e.g., Local Guard Force, Embassy drivers, Locally Employed Staff, National Police and Defense Force personnel) and the Surveillance Detection (SD) team. Directs the operational planning, deployment, management and support of the SD team - to include daily mission planning, long-term operational analysis, incident reporting and evaluation, SIMAS, training, administrative and logistical support, and budgeting.

SELECTION PROCESS
When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that in the application the candidate fully address the required qualifications above.
ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Currently employed US Citizens EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.

2. At least two years of military, police, or private security
experience and at least one year of supervisory experience required |

4. Incumbent must have the ability to establish and maintain
extensive contacts with all levels of government, military and police
officials, and the ability to deal effectively with these contacts.
Must be able to report information timely and accurately, either in
written or oral form. Position requires a working knowledge of security
surveillance techniques, and a thorough knowledge of basic management
and leadership principles and practices. Knowledge of host country law
enforcement organizations, responsibilities and capabilities is
required. 5. Demonstrated ability to manage and coordinate the work of others in a team setting and a hierarchical organizational environment is required. Demonstrated leadership capability is required. Demonstrated program management skills and proven organizational ability is required. Ability to operate and utilize a computer with Microsoft Office Suite and a digital camera are essential. Must possess a driver's license valid for use in the host nation and be able to obtain a motorcycle driver’s license valid for use in the host nation within 6 months. * Tests will be administered to verify all required qualifications prior to interviews. |
