Background:
The OCHA Information Services Section is in the process of developing a set of online forms called the “Common Request Format (CRF)” to request information consistently and predictably from OCHA partners including the clusters during humanitarian emergencies. The Drupal expert will work closely with the project manager and the HumanitarianResponse.info Drupal consultant to develop and implement new Drupal features and ensure technical compatibility with third party systems. Significant ground work has already been completed and a pilot, of beta version, will occur in late January. The solution will the need to be improved, expanded and rolled out to several countries in 2013.
Duties and responsibilities:
The Expert will undertake the following:
- Develop new Drupal features (see http://drupal.org/project/features), as defined by the Project Manager, to meet the requirements of the CRF project;
- Develop and implement mechanisms for data sharing and access by other connected systems (e.g. API, RDF, etc);
- Generalize features to ensure that those overlapping with the core functionality of HumanitarianResponse.info can be used for both purposes;
- Work collaboratively with the HumanitarianResponse.info Drupal consultant using git version control;
- Provide documentation for end-users and at the technical level to help to maintain the Drupal website;
- Support the initial field testing of the CRF tools;
The Drupal expert will report to the Project Manager and work collaboratively with ITS (Information Technology Section) and other external partners involved in the project.
** Deliverables**:
- New Drupal features, as requested by the Project Manager, including but not limited to:
- a. Build Drupal content types corresponding to OCHA’s information request types;
- b. Workflow configuration and alert messages;
- c. Build re-usable components such as Drupal blocks and views;
- d. Import of worksheets from Microsoft Excel workbooks;
- e. Creation of Microsoft Excel workbooks for offline data entry and visualization;
- Site deployment using drush make and features server
- Deploy multilingual sites using il8n server
- Configuration of features to be easily set-up independently or within Humanitarian Response.info
- Clear documentation and training for use and sustainability of new features.
- Recommendations for future enhancements of the system.
Qualifications:
a. Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

b. Experience
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems. Proficiency in Drupal 7 development: Javascript, HTML, W3C standards such as XHTML, XML, and MySQL database. Expertise in all aspects of creating Drupal application features, including installation (build Drupal platforms using drush make & build releases using features and il8n server), administration, module development, module configuration, theming, and custom development. Extensive knowledge of the Drupal architecture. Experience in designing and architecting database systems using MySQL required.
