Position Description:
Reporting to the Program Director, the Technical Director (TD) will be responsible for overall guidance and leadership to program team members and partners in-country and outside, ensuring that state-of-the-art knowledge is integrated into program planning, implementation, monitoring and evaluation. S(he) shall strive for high quality TA for efficiency and effectiveness while building strong partnership and sector collaboration. The TD shall also deputize the Program Director and shall serve as the principal contact point for FHI 360 on all technical issues. S(he) will supervise all program consultants ensuring the achievement of the deliverables. The TD shall also be responsible for compiling annual work plans, budgets and program reports including developing relationships with key stakeholders and partners at national, zonal and district levels.
Job Responsibilities:
- Provide leadership and oversee all technical components of the project.
- Provide technical guidance to field staff and in-country partners, ensuring that state-of-the-art knowledge is integrated into program planning and implementation.
- Identify and work with the Program Director, to ensure availability of technical resources in planning, implementing, and evaluating program activities.
- Supervise and coordinate activities of technical staff at the central level, core partners and consultants providing expertise in specified areas; and provide leadership and guidance to technical staff at the field level.
- Identify, analyze and disseminate best practices in the project and replicate these within the project; disseminate to the national government and to other FHI 360 offices.
- Review ongoing assessments of program progress and results of monitoring and evaluation exercises aimed at defining whether programs are achieving health sector strengthening goals, and work with staff and partners in defining modifications of programs.
- Liaise with multiple stakeholders and collaborators to share information, coordinate activities and avoid duplication in the implementation of programs.
- Represent the FHI 360 Malawi projects through participation in national level technical working groups and committees and through presentations at meetings and conferences.
- Remain informed on current programs in the health and HIV/AIDS field by review of current literature and be alert to any implication of such strategic information for project activities.
- Have good knowledge and experience in financial management for the donor funded non-profit projects
- Performs other duties as assigned.
Minimum Requirements:
- A Masters in health related field or project management with knowledge in the health sector and SWAp.
- At least seven years professional work experience in the health sector including at least five years health sector capacity building or technical assistance related work
- Experience in implementing health sector projects and programs including technical assistance programs to support government and non-government institutions, health sector reform programs, and/or health systems strengthening programs.
- Ability to work effectively with national governmental agencies in negotiating and implementing healthcare and technical assistance programs.
- Familiarity with DFID programming, rules and regulations and experience managing DFID programs
- Experience in implementing capacity building programs for healthcare and support to personnel for healthcare, financial management and service provision programs.
- Experience in implementing functional multidisciplinary programs for health sector reform or health systems strengthening.
- Ability to establish goals, structures, and processes necessary to implement a mission and strategic vision.
- Leadership, coaching, and team-building skills to strengthen and cultivate relationships.
- Strategic and analytical thinking skills with an ability to solve problems and make decisions.
- Ability to network and interact, as well as support effective partnerships with key groups and individuals.
- Ability to prioritize ongoing and new projects, as well as design and oversee monitoring and evaluation and gather information.
- Oral/written communication, presentation, and interpersonal skills.
- At least seven years professional health care and health systems strengthening work experience including at least three to five years health sector capacity building related work in developing country settings
- At least five years supervisory experience.
