Position Description:
The Program Director (PD) will oversee all aspects of the TA performance both technical and managerial. The PD will serve as the principal contact point for the DFID and will also be the main contact for key stakeholders including government, CHAM, private sector and civil society organizations. S(he) will ensure that the program is managed in compliance with DFID and FHI 360 policies and procedures including for activity development, budgeting, implementation, monitoring, evaluation, procurement and financial accounting. S(he) will provide overall supervision of the implementing partners including those at national, zonal, district and CHAM levels ensuring timely progress against schedules, achievement of deliverables and quality of results. The PD will report to the Regional Director for Southern African Regional Office based in Pretoria, South Africa.
Job Responsibilities:
- Provide overall leadership and support to all strategic and operational components of the TA.
- Provide direction to staff and in-country partners, donors and external stakeholders ensuring that state-of-the-art knowledge is integrated into program planning and implementation.
- Identify and work with FHI 360 Malawi development partners, government and CHAM to ensure availability of strategic and operational resources in planning, implementing, and evaluating program activities.
- Liaise with the key staff at the central level, core partners and consultants providing expertise in specified areas; and provide leadership and guidance to technical staff at the field level.
- Provide direction to the key staff to identify, analyze and disseminate best practices in the project and replicates within the project; disseminate to the national government and to other FHI 360 offices.
- Review ongoing assessments of TA progress and results of monitoring and evaluation exercises aimed at defining whether the TA is achieving health sector strengthening goals, and work with staff and partners in defining modifications of programs.
- Liaise with multiple stakeholders and collaborators to share information, coordinate activities and avoid duplication in the implementation of TA program.
- Represent the FHI 360 Malawi through participation in national level technical working groups/ forums and committees and through presentations at meetings and conferences.
- Remain informed on current programs in the health and HIV/AIDS field by reviewing current literature and being alert to any implication of such strategic information for program activities.
- Have good knowledge and experience in financial management for the donor funded non-profit programs
- Collaborate with the donors and core partners and FHI 360 regional office and headquarters.
Minimum Requirements:
- At least a PHD preferably in a health related field at senior management level or a Masters’ degree with over 10 years professional health care and HIV and AIDS work experience including five years health services capacity building related work in the health sector in developing country settings.
- At least 10 years of experience designing, managing and implementing complex TA projects/ programs and over 5 years’ experience at high level management
- Demonstrable experience in health sector financing
- Familiarity with DFID programming, rules and regulations and experience managing DFID programs
- At least five years supervisory experience.
- Excellent communication and presentation skills.
- Knowledge of the health sector and SWAp,
- Experience in implementing healthcare projects and programs at a higher level.
- Ability to work effectively with national governmental agencies in negotiating and implementing healthcare and treatment programs.
- Experience in implementing functional multidisciplinary programs for health care.
- Ability to establish goals, structures, and processes necessary to implement a mission and strategic vision.
- Leadership, coaching, and team-building skills to strengthen and cultivate relationships.
- Strategic and analytical thinking skills with an ability to solve problems and make decisions.
- Ability to network and interact, as well as support effective partnerships with key groups and individuals.
- Ability to prioritize ongoing and new projects, as well as design and oversee monitoring and evaluation and gather information.
- Oral/written communication, presentation, and interpersonal skills.
