PACE Executive Director IN Uganda


PSI seeks entrepreneurial, dynamic candidates with an interest in private sector approaches to development for the position of Executive Director, Program for Accessible health, Communication and Education (PACE) in Uganda.
PACE, an affiliate of Population Services International and formerly (PSI) Uganda, is a non-governmental organization registered locally with the non-governmental organizations board in Uganda (Registration number S. 5914/7899). PACE implements a range of public health interventions designed to alleviate disease burden and promote healthy living for the people of Uganda. PACE executes this role with close collaboration with the government of Uganda, donors and other local and international stakeholders. PACE has a regional presence with 98 staff and fully equipped offices in Lira, Mbale, Kampala, Mbarara and Masindi which covers the Northern, Eastern, Central, Southwestern and Western regions of the country. This comprehensive presence leads to solid working relationships with over 85 districts in the country. PACE seeks to measurably improve the health of vulnerable Ugandans by using evidence-based social marketing and other proven approaches that promote sustained behavior change, and it has placed additional emphasis on the health of rural populations and building the capacity of community based organizations (CBOs). PACE is currently implementing family planning, maternal health, HIV prevention, water and sanitation, diarrhea and pneumonia treatment and malaria prevention and treatment. PACE transitioned from PSI Uganda in 2009 and is governed by a board of directors. PACE currently has funding from at least 4 major donors including US Centers for Disease Control, Civil Society Fund, LAD, Global Fund and will soon have funding from MERCK. PACE’s annual budget is estimated at 9 million dollars. The PACE Executive Director is an employee of PSI and also reports to the PACE board of directors.

RESPONSIBILITIES: 1. External and Donor Relations • Represent PACE to national government agencies; key stakeholders such as UN agencies, private sector partners and NGOs; in legal, administrative and public hearings and donors in host country maintaining excellent relationships with donors and relevant stakeholders. • Maintain active participation of PACE Senior management on relevant MoH and government technical committees. • Manage public relations efforts such as the development of annual reports, success stories, press releases and fact sheets; host donor visits; and supervise the development of any other PR publications or activities. • Ensure that PACE is an active participant of national and partner working groups, committees, the Country Coordinating Mechanism (CCM) and any other relevant bodies as appropriate. • Represent PACE in all legal, administrative and other public proceedings, and in all meetings • Clearly articulate the value addition and advocate for donor support of the PSI Network and the impact the relationship brings to PACE as a Ugandan entity. 2. Program Development • Oversee the implementation of the PACE strategic plan with regular updates to the board. • Scale up PACE programs to ensure greater contribution to the overall national health impact. • Analyze potential new program areas and opportunities for innovation using available research evidence and national burden of disease. • Lead new business efforts, including fundraising, developing, implementation and scale up of activities. • Develop clear objectives with staff that are linked to PACE/PSI platform minimum standards, platform strategic plan and donor deliverables. • Oversee the creation of annual marketing plans and the development of evidence-based programming. • Review and approve research conducted in support of programs, and evaluate the effectiveness and sustainability of program activities. • Coordinate with appropriate PSI headquarters technical departments to ensure that program activities follow best practices. • Ensure that PACE projects are contractually compliant, including meeting all reporting requirements and deliverables in line with donor and PSI standards. 3. Human Resources Management • Maintain appropriate management structure to support program activities and to meet PACE/PSI minimum standards. • Oversee and ensure staff recruitment and induction is in line with PACE/PSI competence based recruitment principles. • Ensure that staff mentorship, coaching and career development is provided to all staff. • Provide adequate pay and benefits to retain qualified staff within the limits of donor budgets and following a platform salary matrix that is competitive with industry standards. • Establish and follow a regular performance evaluation system for all staff. • Ensure that senior managers are leading Capacity Building efforts • Directly manage and mentor staff members, as per the platform’s management structure.
  1. Financial and Internal Controls • Develop and manage both annual and project budgets in accordance with donor, Government of Uganda and PSI regulations. • Ensure regular review of expenditures against project budgets at the departmental level to ensure that there are no losses. • Ensure the application of internal controls over the procurement, use and protection of resources. • Ensure that all PACE financial policies and procedures are followed and validated by internal evaluations and external audits. • Develop economies of scale and other cost efficiencies through a supply chain system that includes a stringent risk management plan and minimum standards of performance. • Meet PSI minimum standards for implementing financial systems and submitting monthly financial reports to headquarters. • Ensure that PACE Submits annual returns to the National NGO board.
  2. Institutional Development • Assist the PACE Board Chair with the maintenance of the PACE board and ensure active participation of the Board in relevant and appropriate activities • Oversee the implementation of the PACE Institutional Development Plan that includes fundraising • Annually update the PACE Institutional development plan in line with the changing environment
PREFERRED QUALIFICATIONS:
• At least ten years work experience in developing countries; • Strong diplomatic and political skills required • Demonstrated strengths in strategic organizational leadership and external relations; • Proven ability to develop and mentor staff; • Familiarity with CDC, Global Fund, USAID, DFID and foundations as well as the international donor community; • Excellent cross-cultural and interpersonal skills; • Significant fundraising, personnel, operational and financial management experience, with a technical background in marketing, advertising, or communications a plus; • Experience developing and executing behavior change communications or marketing campaigns; • Development of health programs with demonstrated health impact in developing countries; • Excellent oral and written communication skills; • Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience; • Fluency in English
