SUMMARY:
Counterpart International is seeking a Chief of Party for an anticipated 5-year, $18.4 million Strengthening Institutions for Peace & Development II (SIPED II) Program in Ethiopia. The program aims to provide tools of peace building and accountable governance to increase the peace building ability and resiliency of households, communities and governing institutions. As Chief of Party, this position will represent Counterpart to USAID, local and national Ethiopian Government authorities, local NGOs, local community members, partner organizations and other relevant donor organizations in Ethiopia. Representation will include regular meetings and other events inside and outside of Ethiopia, as appropriate. This position is based in Addis Ababa, Ethiopia and reports to the Vice-President of Civil Society. *This position is contingent upon funding.

DUTIES AND RESPONSIBILITIES:

•The COP is directly responsible for the supervision, implementation and administration of the overall project; coordinating with partner organizations and relevant national and local government agencies •Provide vision, technical leadership, financial and administrative oversight of the project •Serve as the principle institutional liaison to USAID and other external partners and manage the overall day-to-day function and implementation of the program •Ensure that appropriate administrative and logistical structures and procedures are established and maintained in accordance with the Counterpart guidelines and policies. •Supervise the preparation and submission of timely reports for donors and headquarters, including monthly updates, results reports, donor logistics and monetization and direct distribution reports, board updates, field assessments, and others as necessary •Ensure the project is progressing appropriately, and meeting its targets per the approved workplan, PMEP and budget respectively and in compliance with organizational policies and donor rules and regulations •Work with technical teams in the design and development of complementary programming that can leverage the impact of existing activities •Oversee monitoring and evaluating as well as documenting civil society support projects toward meeting long term project objectives as well as evaluate activities through consultative meetings, site visits and reporting requirements •Other duties and responsibilities as assigned

QUALIFICATIONS:

•A minimum of 10 years relevant experience in managing similar civil society programs in complex environments in a senior management position.
•Master’s Degree in Management, Political Science, International Development, Conflict Resolution or a relevant field of study. •Technical experience in several of the following areas: peace building, conflict mitigation, community engagement, local governance and/or natural resource management. •Demonstrated ability to coordinate with other donor programs on civil society and seek synergies and complementarities to maximize results. •Demonstrated knowledge of USAID development approaches, techniques and a deep understanding of democracy and governance approaches applicable to the project as well as understanding of USAID rules and regulations and mandatory reporting requirements. •Experience managing complex USAID programs with sub-grants is highly desired. •Demonstrated knowledge of civil society strengthening, community participation, institutional capacity building advocacy, good governance, gender and youth. •Strong presentation and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders. •Experience working with civil society in Ethiopia or the East African region is strongly preferred. •English fluency required. Knowledge of Amharic is preferred.
