PROJECT MANAGER NON-STATE ACTORS, SOUTH SUDAN
Organisation | Caritas Switzerland and Caritas Luxembourg are non-governmental aid agencies and members of Caritas Internationalis. Caritas works worldwide and adheres to international humanitarian principles (NGO code of conduct). Caritas Switzerland and Caritas Luxembourg act in the frame of a MoU as a consortium in the region EA/Horn. They operate a joint liaison office in Nairobi and country offices in Hargeisa (Somaliland) and Torit (South Sudan).
Caritas Switzerland/Luxembourg and its partner organisations applied successfully for a grant from the European Commission to build the capacity of Non State Actors (NSA) and local authorities (LA) in Eastern Equatoria, South Sudan. The project will be implemented in consortium with the Catholic Diocese of Torit and the Netherland’s Development Organisation (SNV).

Key tasks & responsibilities | · Responsible for the operational implementation and management of the project “Non State Actors and Local Authorities in Development in Eastern Equatoria State, South Sudan”; · The implementation of the following activities are the Project Manager’s responsibility:
Training: Facilitation skills, Community mobilisation, PRA methodologies, Project Cycle Management, Conflict-sensitive programme management, and Cross-cutting issues. Organisational assessments and development: Establishment of new Community NSAs and SRIs, organisational and training needs assessments, training, follow up meetings, mid-term evaluation, and exchange visits. Community mobilisation: PRA exercises, Hygiene Education sessions. Small scale community projects: Provision of small grants through two-pronged approach: (1) Quick Impact Projects and (2) Community Development Projects by Community NSAs: proposal development, implementation, monitoring and evaluation. Institutional Strengthening: Civic education, Good governance and Advocacy trainings, Multi-stakeholder processes, Support to State budgeting and planning process, Strengthening coordination, information sharing and monitoring systems, and Construction of multi-purposes centres. Monitoring and Evaluation: Project audits, mid term and final evaluation, Periodic reporting. Responsible for accounting, monitoring and reporting;
· Planning, coordination and implementation of all project activities in liaison with the consortium partners and local and international stakeholders on the ground;
· Liaising with Government authorities, UN agencies and the EC;
· Responsible for managing project staff and resources

Qualifications | · Advanced University degree in Community Development, Education, Social Sciences or Local/ institutional development · Proven track record in resource management, PCM, OD and training; · At least three years work experience with a non-governmental organisation, including field work experience; · At least two years experience as project manager (preferably EC funded) · Experience with international donors and grant requirements, in particular with EC · Ability to lead a consortium, motivate and work in diverse teams in a hardship environment; · Excellent written and oral communication skills in English; · Flexibility, good interpersonal skills and sensitive to cultural values; · Knowledge of and work experience in South Sudan is an added advantage |
