The NRC Country Programme is implemented in South Sudan through the following core activities: Education; construction and rehabilitation of schools and emergency shelter ; Emergency Food Security , WASH and Information, Counselling and Legal Assistance (ICLA). The country office is located in Juba, where the ICLA and Education programmes are also implemented. Field offices are established in Aweil (Northern Bahr el Ghazal) and Alek (Warrap) where all four core activities are implemented to respond to the needs of the large numbers of returnees and IDPs. NRC South Sudan remains a programme in expansion. New areas of operation will be identified, assessed and programmes initiated as a continuous process in the coming years. The ICLA programme in South Sudan will continue to focus on the development of land legislation, policy and regulations with a view to improving awareness, application, and access to land and security of tenure for females; it will also focus closely on developing project activities related to customary law and collaborative dispute resolution (CDR) mechanisms.
Under the guidance of the ICLA Programme Manager for South Sudan, the ICLA Project Coordinator will contribute to the achievement of NRC's objectives in South Sudan; contribute to the planning and implementation of the ICLA project in South Sudan; be responsible for the overall planning and implementation of the ICLA Juba project
JOB DESCRIPTION
â- Professional and budgetary responsibility for the ICLA Juba project, including planning, implementation and monitoring of the project in accordance with proposal and approved budget
â- Contribute to the development of ICLA South Sudan as well as NRC's general country strategy, advocacy agenda and activities plan
â- Identify, recruit, manage and follow up (including necessary capacity building ) of national staff for the ICLA Juba project
â- Monitor, evaluate and suggest changes and improvements of the ICLA project based on observations and discussions with the ICLA staff and the ICLA Programme Manager
â- Prepare regular internal narrative and financial reports as well as reports for the donors in accordance with agreements applicable to the individual grant, to be forwarded to the ICLA Programme Manager for South Sudan
â- Conduct regular monitoring/assessment of protection issues and contribute to local coordination mechanisms
â- Ensure good cooperation and exchange of information with the rest of the ICLA project in South Sudan, as well as partners and other relevant external actors
â- Represent NRC, and present ICLA advocacy issues, in a professional manner in meetings with humanitarian partners, authorities and beneficiary communities
â- Prepare applications and budgets for submission to relevant donors
â- Other relevant tasks as assigned by ICLA Programme Manager South Sudan

Professional background
â- At least five years experience in IDP/refugee related programmes
â- Experience in running reintegration and early recovery programmes in post-conflict locations
â- Experience in land and property and/or Conflict Dispute Resolution is an asset
â- Demonstrated experience of land casework management, especially regarding increased access for females in post-conflict contexts; frequent land ownership issues, customary law and normative frameworks, along with proven practice in collaborative dispute resolution; strong experience within protection and advocacy.
ESSENTIAL SKILLS
â- Significant understanding of issues related to complex emergencies and humanitarian response
â- Political and cultural awareness and ability to critically analyse contexts/situations
â- Experience of working in areas where insecurity is a concern and awareness of security management issues.

â- South Sudan is a 'non-family duty station'. The position is based in Juba, in Central Equatoria State. Extensive travel inside South Sudan, with challenging road conditions, will be conducted. Generally Juba is quiet and relatively safe, and foreigners can normally move around in daylight hours without harassment or danger. Travel outside Juba is by road and air and is dependent on changing security and environmental conditions. Recreational and social facilities are limited, and accommodation is in the NRC Compound in Juba.
