Who we are
Oxfam is an International NGO working with others to find lasting solutions to poverty and suffering in Tanzania and more than 80 other countries worldwide. In Tanzania Oxfam is working in Shinyanga, Simiyu, Geita, Mwanza, Dodoma, Morogoro, Tanga, Manyara and Arusha to implement three change goals that have been identified in the country strategy for 2010/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women’s livelihoods), Gender Justice – equality for women and Social Justice centred in active citizenship and effective governance for quality essential services. Gender justice change goal aims at ending violence against women and to promote women’s leadership and economic empowerment.
We are currently looking for a dynamic and knowledgeable Economic Justice Programme Coordinator to enhance the impact of our work in Tanzania. You will be responsible for ensuring Oxfam’s Economic Justice programme in Tanzania is creatively designed, implemented, monitored and evaluated to deliver the best practice and achieve fundamental long term impacts on sustainable livelihoods for affected people.
Roles and responsibilities
• Lead the development and management of the EJ programme, including vision and programme development, implementation, monitoring and evaluation, partner management, advocacy and campaigning, cost-effectiveness, strategic focus, and overall impact, so that expected results and outcomes are achieved.
• Working within the overall country programme, and specific EJ programme plan for Tanzania, undertake a detailed analysis of the current situation, with a particular focus on identifying sustainable and economically viable livelihood strategies for smallholder women, men, youth, pastoralists, and the urban vulnerable people.
• Coordinate a team of Programme Managers, Advisors, Partners and other Actors to achieve agreed outcomes towards inclusive agricultural value chain development, pastoralism, women economic leadership, access to land and control over land and water resources, disaster risk reduction, and leveraging investments by the government and the private sector.
• Ensure that the EJ programme and projects are aligned with other country programme strategies, particularly Gender and Governance, and integrate HIV/AIDS in all phases of programming.
• With assistance from the Funding Unit, develop donor proposals for the EJ programme; lead on donor liaison and negotiations and ensure that donor expectations and reporting requirements are met.
• Be an active member of the Country Management Team, providing leadership on the EJ programme, supporting colleagues and the Country Leadership Team to ensure collective ownership of and responsibility for the programme.
• Coordinate partner assessments for potential partnerships, develop partnership agreements, monitor the effectiveness and synergies of partnerships, coordinate partnership risk assessments, spot problems ahead of time, and help programme managers and advisors to manage conflicts with partners.

• Good knowledge and awareness of other issues and areas of focus which impact on this programme, specifically Gender and HIV/AIDS.
• Extensive experience in all aspects of project management, (assessment, design, planning, implementation, monitoring, evaluation, partner management, networking and funding).
• Strong analytical and assessment ability; capable of working at both a strategic and operational level, with a capacity to translate overall objectives into clear, coherent and practical action plans.
• Good knowledge and awareness of other issues and areas of focus which impact on this programme, specifically Gender and HIV/AIDS.
Communications:
• Excellent communication (verbal and written) and influencing skills, with proven ability to develop, write and present plans and proposals.
• Sensitive to cultural and political issues with strong diplomacy, tact, and negotiation kills
• Proven ability to represent Oxfam or other NGO with local communities, Government, NGO agencies and the commercial sector
• Must be able to speak and write English fluently
