Tetra Tech, headquartered in Burlington, Vermont (http://www.tetratechintdev.com/) is currently accepting expressions of interest from qualified candidates for a full time Urban Sanitation Development Specialist on a current USAID funded program in South Sudan. The objective of the Sustainable Water and Sanitation (SUWASA) in South Sudan is to achieve long-term financial sustainability through the application of market-based principles. SUWASA strives to improve and expand the delivery of water and sanitation services in urban and peri-urban settings, with a focus on meeting the needs of the poor. The program will accomplish this through a design that spreads effective models of reform at the sector and municipal levels, and works to establish long-term financial viability in the sector to the benefit of all citizens.
SUWASA now seeks to employ an Urban Sanitation Development Specialist on a two year contract based in Juba, South Sudan with substantial travel to Wau and Maridi. This position is open to local (South Sudanese), regional (within Africa) or international (outside Africa) applicants.
URBAN SANITATION DEVELOPMENT SPECIALIST: (REF: USDS, South Sudan)
Key Responsibilities
a) The Urban Sanitation Development Specialist (USDS) will be responsible for conducting and supporting institutional assessments, implementation of institutional reforms and drafting of policy recommendations in close coordination with government stakeholders; b) Main advisor on institutional urban sanitation arrangements, roles and responsibilities of each institution in relation to sanitation service delivery within South Sudan; c) Help facilitate the urban sanitation institutional strengthening at the national level and work towards the establishment of the Local Government structures within identified municipalities in Central and Western Equatorial States.
Qualifications and Experience
a) A university degree with at least 5 year experience working on sanitation/water systems, city physical infrastructure planning and/or management of sanitation projects; b) Relevant work experience in Africa or post-conflict/emergency settings required; c) An established track record working on the establishment of institutional structures; d) Proven facilitation and capacity building skills; e) A good understanding of policies, strategies, technology and social components related with the water sector in South Sudan is a requirement; f) Strong analytical and communication skills, methodological rigor and problem-solving ability;
