Organizational Context:
The UNDP Community Security and Arms Control (CSAC) project was launched in 2008 as an innovative, cross-cutting, area-based and community driven approach. The project supports conflict prevention initiatives identified at the County level within the existing strategic planning frameworks at county and state levels and enhancing the work of existing UN and UNDP South Sudan programmes where appropriate. The goal of CSAC is to provide technical assistance to enhance the capacity of the Government of South Sudan in the carrying out of its duty to protect the rights and lives of south Sudanese citizens, during a process of State formation. The purpose of CSAC is to reduce the vulnerability of communities in areas at risk of localized conflict and instability. The strategy is one of a series of coordinated, inter-dependent interventions, involving arms control, recovery, development and support to the local government and rule of law institutions, that together aim to improve the security environment of communities and thus contribute to the consolidation of peace in South Sudan.
Acting under Security Council Resolution 1996 (2011), the new UNMISS is mandated to assist the Government of South Sudan to consolidate peace and security and help to establish the conditions for development in the Republic of South Sudan. UNMISS will have a decentralized presence at state and county levels with an integrated platform and portal for mandated mission tasks and to support development activities by UN agencies ,funds and programmes, other development actors and relevant NGOs.
As part of the roll-out of UNMISS County Support Bases (CSBs) in 25 target counties across South Sudan, the UNDP led Support to Local Government through CSAC will deliver support to building and upgrading local Government facilities, including community centers, local Government offices, and multi-purpose facilities, as well as provide additional equipment and, material support to strengthen local Government presence and capacity at the county level.
UNDP is the Executing Agency of this programme and is working in collaboration with UNMISS and other UN Agencies to ensure timely delivery of all infrastructure related project activities and therefore requires the services of a Clerks of Works to work closely with the CSAC project management team under the direct supervision of a project engineer, and overall supervision of the CSAC Project Manager to effectively deliver the project outputs in a timely manner. The achievement of the infrastructure component of this project is crucial to the success of the decentralization programme.
This Terms of Reference outlines the main roles and responsibilities of a Clerk of Works on consultancy basis to ensure proper guidance to the project management team and contribute to timely delivery of construction of various facilities throughout South Sudan.

Duties and Responsibilities

Summary of Key Functions:
- Guidance on Implementation of works.
- Timely reporting of progress of works and Contractor’s performance
- Timely Coordination with UNDP Project Staff, Government Counterparts, UNMISS and other stake holders.
The Clerk of Works is expected to work in close collaboration with UNDP Project Engineers to ensure timely reporting and completion of construction works as per contracts awarded. The Key duties and responsibilities of the Clerk of Works will include:
The Clerk of Works shall ensure there is adequate guidance on the implementation of Infrastructure Works , focusing on the following results:
- In consultation with the Project Engineer, offer technical guidance in the site settings for specific civil works activities
- Monitor progress of civil works activities on day to day basis and advise the project team regarding aspects of contracted companies complying with approved specifications and work plans
- Liaise with the Project Engineer and Project Manager to share possible obstacles to ongoing civil works activities in order to seek for best solutions.
Carry out Timely reporting of progress of works and Contractor’s performance, focusing on the following results:
- Provide updates/ highlights on progress of civil works activities on weekly basis.
- Ensure adequate and timely supply of good quality materials by contracted companies in order to minimize unnecessary delays or interruptions of the civil works work plan.
- Ensure availability of adequate labor force, qualified engineers, visitors register books, site records/log book and instruction note books are provided on site by contractors.
Ensure timely coordination with UNDP Project Staff, Government Counterparts, UNMISS and other stake holders, focusing on the following results:
- Provide technical and advisory support to the CSAC project management team on civil works activities whenever called upon.
- Document and share key lessons and recommendations based on performance of specific contractors in order to help improve the quality of other civil works projects
- Propose designs and BoQs for any additional works identified during implementation of specific civil works contracts and accordingly advise the Project team on other available cost effective means.
- Take lead in guiding the project management team and government counterparts during joint field inspections to specific construction sites.
- Take the lead in guiding other contracted vendors, such as Solar Installation contractors, and furniture suppliers, in the installation of these items at the various facilities.
- Perform any other duties as may be requested by UNDP.
Deliverables:
The following are the key deliverables expected during and towards the end of the assignment:
- Clear monthly work plan schedules and reports for inspection of construction works
- Weekly progress reports on civil works activities.
- Well coordinated and timely completed construction works based on approved specifications.
- Well articulated evaluation reports on performance of contracted companies.

Required Skills and Experience
|
Education:
- Bachelor’s Degree/ Diploma in Civil/Construction Engineering or other related field.
Experience:
- At least 3 years of practical field experience in construction works for bachelor degree holders and 5 years experience for diploma holders. Experience in South Sudan is an added advantage.
- Ability to understand and clearly interpret civil works specifications.
- Strong skills in maintaining good relations with government counterparts.
- Excellent report writing skills.
Language Requirements:
- Fluency in English. Knowledge of Juba Arabic will be an advantage.
