The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is a new five-year cooperative agreement awarded to University Research Co., LLC and is dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country, Ministries of Health, USAID country missions, and cooperating agencies. The new project carries on the work of the USAID Health Care Improvement Project in global advocacy, development, and promotion of cost-effective methods to design and improve health care services and systems in low- and middle-income countries. USAID ASSIST will align evidence-based interventions in technical content areas such as maternal, newborn and child health, HIV/AIDS, OVC and health workforce – with evidence-based approaches to strengthen and improve systems.
URC is seeking dynamic and qualified individuals to fill the following positions at their Kampala Uganda office on one year renewable contracts:
Procurement Assistant
Duties:
Procurement Tasks:
Procurement Tasks:
Coordinate the establishment and up to date annual procurement plan and the calculation of realistic lead times; following-up on timely initiation of related procurement actions;
Coordinate purchase of goods and services in accordance with URC policies
Reviewing procurement requests to ensure specifications and Terms of Reference (TORs) are generic, complete and comprehensive and seeking clarifications if required;
Ensuring that tender evaluation criteria is adequate and established prior to the release of the tender; reviewing technical evaluation reports for completeness and compliance with the pre-established evaluation criteria and performing financial evaluations based on the principle of best value for money;
Maintain communication and coordination with users on items to buy and questions related to orders and status process.
Track project inventory in URC format including equipment, furniture and vehicles;
Ensure that URC/USAID procurement policies and procedures are observed;
Maintain an up to date database of all suppliers and monitor their performance;
Maintaining records of project equipment movement

Develop weekly field travel schedules for staff and allocating drivers accordingly
Manage the pool of vehicles including maintenance.
Make sure all vehicles have valid insurance and drivers have valid driving permits.
Monitor vehicle log books.
Keep track of all fuel card utilization and make monthly reports.
Assist with preparation and logistical support for workshops, meetings and seminars as requested;
Perform other duties as assigned.

Qualifications:
Bachelor degree in Procurement, Business Administration, Supply Chain Management or a related field;
At least 2 years of work experience in a similar position;
Proficient in MS Office;
Excellent written and oral communication skills;
Excellent interpersonal skills and team building skills;
Strong customer service orientation;
Ability to prioritize tasks, meet deadlines and work in multicultural environment.
Familiarity with USAID regulations is desired
