SOLIDARITES INTERNATIONAL (SI) is looking for a consultant to provide WaSH actors with a comprehensive analysis and optimization of the water supply system in Yusuf Batil Camp ( South Soudan, Maban COunty, Upper Nille State).
Yusuf Batil, one of the newest camps originally established in May 2012 in Maban County has proven to be a challenging environment for WaSH actors. It was originally expected to receive a population of 25,000 refugees, but that figure was exceeded almost six weeks later. As a result it has experienced the fastest growth of any camp in 2012 (approx. 1,607 arrivals per week on average). Yusuf Batil is the second largest camp out of all four current camps with a registered population of 37,185 on the 30th of October (although most actors take into account a figure of 38,000-40,000 inhabitants.)
FONCTIONS
The objective is to provide WaSH actors with a comprehensive analysis and optimization of the water supply system. As a result, the key findings will be shared with GOAL and SI so as to enhance the sustainable approach and to have a more cost effective water supply system.
SOLIDARITES INTERNATIONAL (SI) is looking for a consultant or a team of consultants to conduct a complete technical assessment to set-up a cost effective, sustainable water supply system at Yusuf Batil camp.
The specific objectives will be:
1. To review the current water supply system design, and operation and maintenance requirements of Yusuf Batil camp
2. In order to set-up a cost-effective water supply system: to propose different options (such as construction of a new water supply system, modification of the existing system or a combination of both), with advantages, disadvantages and risks as well as the responsibilities for each of the parties involved.
3. To provide a comprehensive, costed, bill of materials and project plan implementing capital and O&M for each of the options presented.
4. To carry out a risk analysis and corresponding set of contingency plans for the water supply in Batil with a 5 year horizon
5. To propose a groundwater monitoring methodology with a 5 year timescale
6. To advise on community water management planning for 2013.
7. All options should be sensitive to local capital procurement options, logistical delivery and unbroken support for O&M through the initial 5 year timescale.
8. Assess current technical ability available within each of the organisations.
PROFILE
The evaluation will require the following experience and skills:
. Technical and engineering capabilities in water system appraisal, design and delivery.
. Proven background and experience in water management project implementation.
. Knowledge and understanding of the issues related to emergency and recovery WaSH provision in austere environments.
. Excellent writing, communication and presentation skills in English is mandatory.
. Previous experience in Sudan - South Sudan context and/or refugee situation is desirable.

Solidarités International can receive applications from a team of consultants or individual candidates. This consultancy is funded by UNHCR.
To be noted, this assessment will be conducted under the responsibilities of SI team. However, GOAL, as the leading WaSH agency for Yusuf Batil camp will be involved in the process from the writing of the ToR to the dissemination of the report.
The start date of the assessment is intended in the course february 2013
