BACKGROUND AND CONTEXT
DRC Horn of Africa and Yemen works throughout the region coordinating activities from its regional office in Nairobi. Work in the region started in 1998 in support of Somalis and other populations displaced due to conflict. Today, local DRC offices are present in South Central Somalia, the semi-autonomous state of Puntland, and the self-declared Republic of Somaliland. Today, the DRC works with the multiple projects including numerous aid inventions in the world’s largest refugee camp Dadaab, assistance of people affected by post-election violence in the Rift Valley, support for urban refugees in Nairobi and for drought and conflict affected pastoral communities Northern Kenya. DRC works in Yemen to receive Somalis and other asylum seekers and migrants arriving on the Yemeni shores from Somalia and Djibouti, as well as to support communities affected by conflict. Since 2009, DRC has been operating in Ethiopia to support Somali refugees and host communities.
PURPOSE
A consultant is needed to develop a comprehensive programme for the “Gain Resilience, Opportunities and Work” (GROW) programme framework for implementation across the Horn of African and Yemen. The aim is to increase rural livelihood opportunities to reduce incitement for urban migration, and to improve resilience to the effects of adverse climatic conditions. The GROW is a comprehensive programme and can be built upon current best practices in all programmes relating to rural livelihoods and ongoing resilience programme development within the HoA.
The consultant will be responsible to compile resources, research specific topical areas related to approaches/mechanisms for youth programming and develop the required programme documents and staff training modules.
The overall objective of this assignment is to develop the complete programme package so that DRC can roll out the GROW programme across the HoA and Yemen in 2013. The basic components of the pillar will include an operations manual, relevant annexes (assessment tools, beneficiary selection guidelines, stakeholder analysis, forms and templates, staff training modules, tool kits, etc), M&E and data base development for each pillar, a centralized training of trainers, and a review of staff/structure needed for implementation.
A consultant is needed by the partners to support them in the technical processes involved in developing a detailed proposal(s) that will be shared with potential donors. The consultant will be responsible to compile resources, research specific topical areas related to approaches/mechanisms for resilience programming and provide the support required in writing the documents to support the detailed proposal, particularly in the sections related to activities, including the logframe.
The overall objective of this assignment is to support the partners in developing a solid proposal and brief presentation that will be used for fund raising for the planned resilience programme targeting productive assets in agro-pastoralist, pastoralist and urban areas.
METHODOLOGY
The consultant is expected to consult thoroughly DRC technical staff throughout the Horn of Africa and Yemen programme areas to discuss the programme design, target areas, modalities and approaches for programming.
The following key areas of work are included in this consultancy. The list however is not exhaustive and additional issues might come up during the mission.
The consultant will provide leadership to the consultancy team who will the following tasks:
• Desk study on relevant resilience and other related programming and best practices
• Consultation with relevant field based staff through two workshops in two locations of the Horn of Africa
• Rapid development of activities with high level of engagement with DRC, other agencies, and research to determine best practices and approaches for the HoA programme
• Development of programme documents include operation manual including relevant forms, guidelines, M&E, and staff training modules,
• Training of trainers to roll out new programme
SPECIFIC OBJECTIVES
The main outputs will include but not limited to the following:
• Consultative workshops conducted in two locations within the Horn of Africa programme
• Mid- term presentation in Nairobi for Senior Management and relevant technical staff
• Operations manual including relevant forms and guidelines, market analysis tool kit, assessment tool kit, M&E tools, guidelines for relevant activities.
• Staff training modules to support the roll out of the programme
• M&E database development
EXPECTED OUTPUTS
The main outputs will include but not limited to the following:
• Lead the processes to develop the mechanism and approaches for the proposed programme in consultation with HoA programme staff
• Lead the process of knowledge gathering and best practices to inform the development of the programme
• Develop technical needs assessment tools, data collection, M&E plan, and database as required. A technical resource file on mechanisms and approaches to a contextualized resilience programme for the HoA and Yemen.
CONDITIONS
Availability: February 2013 to start the work with completion by July 2013
Areas of coverage: DRC Horn of Africa (Somalia, Kenya, Ethiopia, and Yemen)
ACCOUNTABILITY AND RESPONSIBILITY
Overall coordination of the assignment and liaison with any partner agencies will be ensured by the Country Director in Nairobi, Kenya. The Consultant will report directly to DRC Country Director
DRC’S RESPONSIBILITIES
DRC will provide the following:
• Transport to and from the field.
• All necessary project documents that may facilitate the consultant’s work
• Accommodation in the field
• Travel insurance for the consultant for the duration the consultant is in the field
• Payment of the consultancy wages as will be stated in the contract agreement
The terms and conditions of service will follow DRC terms of consultancies. Payments will be made according to the finance procedures of DRC.
DURATION OF THE CONSULTANCY
DRC envisages that the consultancy will take from four to six months, including periods of full time and part time work, from the time the contract is signed. The Consultant/Consultancy Firm should develop a feasible costed-work plan/activity schedule covering a maximum of six months and submit as integral part of the proposal for this consultancy
INTELLECTUAL PROPERTY RIGHTS
All documentation related to the assignment shall remain the sole and exclusive property of the Danish Refugee Council
REQUIREMENTS
The facilitator will have to demonstrate capacity to provide the required service and meet the stated objectives. Significant experience in the Somali region and in the relevant sectors is required
• Relevant post graduate degree with a strong background in development/relief management
• At least five years of hands on experience in programme development related livelihood and resilience programming
• Must have knowledge of the Horn of Africa and Yemen and familiar with the livelihood contexts, current political environment
• Skilled communicator
