Salary: *Ordinarily Resident (OR) Basic Annual Salary RWF 4,075,180 to 6,927,809 (FSN-5/T, steps 1 to 14)
*Not-Ordinary Resident (NOR): USD 31,963 to 46,938 (FP-09, steps 1 to 14) - Final step to be Determined by Washington.

The Embassy of the United States of America in Kigali is recruiting for the position of Human Resources Clerk. Note that Vacancy Announcement No. 35/12 is the same position with different experience required. Only respond to the Vacancy Announcement for which you are qualified and note the Vacancy Announcement number in your application letter. Please do not apply for both Trainee and Full Performance Levels of the position.
BASIC FUNCTION OF POSITION
This trainee level is established to provide the incumbent with a year’s experience in the human resources clerical and administrative functions. Upon successfully completion of 52 weeks as Trainee FSN-5T, incumbent is eligible for promotion to FSN-6.
Under direct supervision of the Human Resources Specialist, coordinates the Locally-Employed (LE) Staff Performance Management Program for over 180 employees, maintains LE Staff files, updates specific employee information on WebPass, and prepares documentation for Local Social Security contributions. Performs other general clerical work pertaining to HR functions, in accordance with ICASS Service Standards. Serves as WebPass back-up for the HR Assistant.

QUALIFICATIONS
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1) Completion of secondary school required.

2) At least two years’ experience in clerical or administrative work is required.

3) English Level III (good) reading, writing, speaking; French Level III (good)reading, writing, speaking; Kinyarwanda Level IV (fluent) reading, writing, speaking required.

4) Good understanding of clerical and administrative work is required, including establishing and
maintaining files and setting up tracking systems for data.
5) Strong computer skills, including use of word processing data-base programs and EXCEL
spreadsheets. Ability to respect and maintain impartiality and client confidentiality.

SELECTION PROCESS
When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that in the application the candidate fully address the required qualifications above.
ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Currently employed US Citizens EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
