The U.S. Mission Addis Ababa is seeking an individual for the position of Technical Officer – HIV Counseling and Testing within the Center for Disease Control and Prevention.
BASIC FUNCTION OF POSITION
Under the general supervision of the CDC-E Prevention Branch Chief, serves as a lead technical officer responsible for planning, organizing and monitoring national level HIV-AIDS HCT project activities/services and associated targeted evaluation activities. In this capacity position serves as primary project medical officer to provide technical guidance for all CDC-E supported HIV-AIDS HCT project activities/services. Incumbent will be responsible for the development of national guideline for HCT, development of training guideline and Management Information System (MIS) for HCT; and is responsible for the design and implementation of HCT programs. As these activities/services will be carried out at national level, position has a responsibility to provide technical and coordination assistance for involved partners: government and community organizations, NGO’s, and various CDC-E collaboration/partner agencies.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Supporting documentations (e.g., letters of employment, certificates, awards, copies of degrees earned) that addresses the qualification requirements of the position as listed above should also be submitted.
1. Required Education: M.D with Masters in Public Health or Masters in Behavioral Science or Masters in Health Education is required.
2. Required Experience: Minimum of six years experience in the fields of HIV/AIDS Programs, Health Education, Behavioral/Social Science Research Methods, or Infectious Diseases is required.
3. Language Requirement: Level 4 (Fluent Knowledge) Speaking/Reading English and Amharic is required. (English Language will be tested).
4. Other Skills: Must understand the complexities of comprehensive health education programs and the methods used to develop such programs. Must possess knowledge of survey design and questionnaire development. Must be knowledgeable of the complex physical, psychological and social issues surrounding HIV/AIDS. Must be familiar with data management programs, such as Epi Info, SPSS, SAS, etc. Must understand structure of host country’s health system. Must be able to develop appropriate survey indicators to utilize when setting up data information systems. Must be able to develop and execute training programs and/or workshops for health care workers and officials.
5. Interpersonal Skill Requirements: Must possess excellent interpersonal skills and demonstrate cooperative working relationships with MoH, health bureaus, NGOs and other partners, colleagues and entire CDC/E staff as well as all embassy personnel’s.
