BACKGROUND
The Danish Refugee Council has been in South Sudan since 2004 mainly working with returning refugees and internally displaced persons returning home after a long civil war. In 2012 DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan. DRC is the camp manager of the Yusif Batil camp where 35,000 refugees are currently living and also carries out protection and GBV activities in four camps in Maban comprising a population of 105,000 refugees. In addition, DRC in Maban is managing a workshop and carrying out shelter and livelihood activities. In 2012 DRC in South Sudan merged with the Danish Demining Group bringing together DRC’s protection activities and DDG’s AVR (armed violence reduction) activities. DRC plans to open an office in Unity in 2013.
KEY TASKS AND RESPONSIBILITIES
The Camp Manager is responsible for supervising and managing all DRC staff and all DRC activities in the refugee camp. This includes a multi-sectoral approach in camp management, shelter construction, protection, community services, livelihoods, and distributions of NFIs.
In addition, the Camp Manager is responsible for the coordination of assistance, protection and services at camp level. This entails building effective partnerships with a diversity of stakeholders, ranging from refugees to humanitarian partners, local communities, and government authorities.
KEY RESPONSIBILITIES
MANAGEMENT
A. Responsible for supervision and management of all camp staff and DRC activities in the refugee camp, including shelter construction, community mobilization, protection, camp management, livelihoods and distributions – totalling approximately 40 staff, including 3 international staff;
B. Ensure that adequate staffing is in place for the camp management activities, including an appropriate gender balance within the staff group;
C. Coordination of onsite/camp finance and administration with the Finance Manager and Emergency Team Leader;
D. Ensure all staff are trained on the skills and values required, with particular attention to accountability, respectful dialogue with the refugees, and prevention of sexual exploitation and abuse;
E. Monitor financial commitments and expenditures against budgets;
F. Ensure that the organisation’s financial, logistics, security and human resources policies and procedures are fully implemented in relation to all camp management staff;
G. Contribute to the strategic direction of the country operation through participation in strategy planning meetings and developing strategic documents.
PROGRAM IMPLEMENTATION
A. Identify gaps in service provision to refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support;
B. Coordinate all activities of humanitarian partners to avoid duplication and monitoring, whilst ensuring that protection considerations are mainstreamed across all sectors;
C. Continually maintain and develop governance and community participation mechanisms in camp, ensuring that the voices of men, women, boys, girls and groups with specific needs are heard and represented;
D. Seek to ensure that the camp population participates in decision making processes and that camp coordination forums are representative and inclusive of refugees;
E. See to it that shelters and communal facilities are provided for refugees in line with applicable standards, and that the infrastructure is maintained/upgraded as per needs and donor guidelines;
F. Oversee and ensure that NFI distributions are conducted in an accessible and accountable manner;
G. Adapt camp activities, as applicable, in close coordination with the Emergency Team Leader and Country Director, South Sudan, if/as the context changes. In particular, the Camp Manager must be able to scale up camp activities in the case of a large refugee influx and/or redeploy staffing and resources to new camp sites;
H. Maintain an open dialogue with the camp population as well as host communities;
I. Any other tasks assigned by the Camp Manager to support general camp management operations.
PROGRAM DEVELOPMENT
A. Identify gaps with a view to generating ideas for future projects with strong beneficiary impact;
B. Develop concept notes and/or proposals and budgets in close cooperation with the Emergency Team Leader, the Head of Programme, and the Country Director, South Sudan.
REPRESENTATION
A. Lead weekly camp coordination meetings as well as weekly meetings with refugee leadership committee;
B. Participate in other coordination meetings related to the camp, in consultation with the Emergency Team Leader.
REPORTING A. Report periodically on camp activities to the Emergency Team Leader for donor reporting.
