The Developmental Leadership Program (DLP) is an independent international research-led policy initiative, now funded by the Australian aid program. The DLP has as its core focus the local political processes which determine development outcomes and specifically the role of leadership, elites and coalitions in shaping the institutions that can promote political stability, sustainable growth and inclusive social development and thus contribute to poverty reduction. The objectives of DLP are:
a) To extend and deepen DLP’s evidence base through targeted, policy-relevant research that will improve understanding of development processes
b) To develop the policy, program and operational recommendations which flow from DLP’s research evidence
c) To communicate DLP’s research evidence and recommendations and promote their uptake in the policies, systems, and practices of the Australian aid program and the wider international development community
d) To influence international and Australian aid program thinking about the centrality to development of the issues DLP is articulating, through collaboration with an international community of practice
e) Demonstrate DLP’s relevance, effectiveness, and impact, and inform implementation via rigorous monitoring, evaluation and learning practices.

Key Responsibilities
Job Key Responsibilities DLP seeks to appoint a Director of Policy to lead on achievement of objectives (b), (c) and (d) above. To achieve these objectives the Director of Policy will be required to:
- Establish a strategy and plan for influencing within and beyond Australia
- Write and oversee the preparation of policy briefs and recommendations
- Communicate DLP research and policy findings across the Australian Aid Program
- Work with the Program Director and Director of Research to build an international community of practice and collaborative relationships with selected organisations
- Represent DLP at international conferences
- Collaborate with donor agencies, developing country organisations, NGOs, academic and research/policy organisations to influence the international policy agenda and encourage uptake of DLP concepts
- Manage the provision of advice and support to AusAID country-based and head office-based staff to operationalize the ideas and policy messages emerging from DLP work
- Support AusAID to embed analytical approaches to thinking and working politically in aid policy and practice.
Essential:
- A thorough and sophisticated understanding of the current state of development theory and practice in relation to governance and institutional change.
- An in-depth knowledge of official aid/donor agencies and the broader international development community
- Considerable practical development experience
- An established network of relevant contacts and professional networks across the international development community
- A capacity to design and implement an innovative communication strategy
- A capacity to write clearly and communicate ideas with influence
Desirable:
- An advanced degree (MA or PhD) in a relevant social science subject
- An understanding of the workings of the Australian Aid Program and knowledge about Asia-Pacific countries which are the primary focus of the Australian Aid Program

Job Other Requirements Commencement: As soon as possible. Location: The anticipated location will be Canberra, other locations may be considered. Duration: We intend to fill the position for 12 months in the first instance noting that AusAID has commenced a process to design and approve a continuation of the Program to June 2017. It is therefore expected that the position will be extended once that process is complete.

Job Employee Benefits Remuneration: This position will be remunerated in accordance with the AusAID Adviser Remuneration Framework (ARF). The position is classified under the ARF as Discipline D Job Level 3 $12,620 - 15,774 per month.
