Cooperative Legal Specialist, Tanzania
We are currently seeking a Legal Specialist to provide short-term technical assistance on the USAID-funded Cooperative Development Program (CDP), funded by USAID. Through CDP, ACDI/VOCA and Land O’Lakes, Inc. (LOL) will assess the legal environment for cooperatives in Tanzania. Using the CLARITY diagnostic framework (http://www.ocdc.coop/clarity.html), an assessment tool designed by the Overseas Cooperative Development Organization (OCDC), the consultant will analyze Tanzanian cooperative law. The analysis is intended to identify both strengths and barriers in law that affect the success of cooperative development. The consultant will work closely with a U.S.-based legal counterpart on this joint-assessment. A critical component of this assignment will be the communication and collaboration with the U.S. counterpart, LOL and ACDI/VOCA in order to work through the CLARITY scorecard process and then prepare the analysis document.
Responsibilities:
• Conduct background reading on the CLARITY process and Tanzania cooperatives
• Participate in an initial call with the CLARITY team to discuss methods and communication strategy
• Hold meetings and frequent communication with Tanzanian stakeholders to explain the CLARITY process and encourage their buy-in on the findings
• Analyze Tanzanian cooperative law through the CLARITY scorecard, communicating regularly with U.S.-based legal specialist to gather needed input and to share analysis
• Continually refine initial analysis based on ongoing conversations
• Complete the scorecard analysis jointly with U.S. counterpart
• Submit final report that includes the scorecard, scorecard analysis, and documentation of the steps to completion
• Optional, if organized: Participate in workshop with Tanzanian stakeholders, government officials, and international organizations to present assessment results and suggest future action
Qualifications:
• Law Degree and experience with Tanzanian law, preferably with co-operative law
• Experience conducting legal analysis in an international context
• Expertise in the cooperative model, and previous experience conducting evaluations of the cooperative environment
• Excellent communication and cross-cultural skills
• Ability to access and make available the appropriate laws policy documents for the analysis
