JOB CONTEXT: Since 2006, the context in South Sudan has evolved towards post-emergency and development. In October 2008 the South Sudan programme shifted from the Emergency to the Development, including chronic crisis situations. As of August 2012, HI is present both in emergency action and development contexts with several projects are implemented: Victim Assistance / MRE project starting in September 2012, funded by the Holland Government; and a project on Mainstreaming disability among development processes and support to DPOs, funded by EC – Europe Aid. Handicap International is also present with its emergency unit on Maban County with a project for IDPs. In addition HI wishes to extend our activities in the field of protection, AVR and health.
JOB DESCRIPTION: Challenges and goals: This position is expected to function in a new country (official independence July 2011) with major challenges in term of development and stability. Handicap International is looking for a dynamic and motivated leader, able to manage a team of 5 expatriates and around 40 national staff. The objective of the post is to develop the actions of Handicap International in South Sudan, in term of volume, quality and visibility within the local and international networks. Under the responsibility of the Eastern and Southern Africa Desk Officer, you will have the responsibility to implement the mandate of HI, including project cycle management, team management, development of new projects, financial supervision and networking, and guiding with the support of your desk the key strategic orientations of the program,.
Activities: Ensure a proper representation of the organisation in the field. Be responsible for the implementation and development of projects in the country. Ensure smooth running of the programme including effective management of Human Resources, financial resources and communication aspects. Conduct development and implementation of a long term strategy for HI in the country.
CANDIDATE PROFILE: Mandatory: At last 3 years experience in management position (coordination) Good leadership, strong diplomacy, resistant and ability to work under pressure, Project cycle management, knowledge and experience on programming and strategic development HR management skills Strong communication skills (written and verbal) and good negotiation ability. Good analytical skills, basic skills in financial procedures, computer literate. Strong capacity on intercultural relations
Complementary: Competencies and knowledge on disability, Victim Assistance Previous experience as programme coordinator in a difficult context or post conflict context. Knowledge of the region and of HI policies and procedures are added advantage.
REQUIRED LANGUAGE SKILLS: English : fluent spoken and written French language will be an asset
JOB ENVIRONMENT: Most of Southern Sudan is still underdeveloped, with the main infrastructures slowly being reconstructed. A large part of the population was displaced during the conflict has now come back to their former homes although many chose to stay in the overcrowded urban centres in mushrooming informal settlements. The main religion in South Sudan is Christianity, with a small Muslim minority. The level of education and competencies is very limited. Lack of any domestic production makes the country highly dependent on external supplies of goods and services.
Due to the context, this is a non-accompanied position (partners and family are not allowed)
EMPLOYMENT CONDITIONS: Salary: salary bracket: 2300 to 2800€ gross salary/month + 457 Euros expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
