1Purpose:
Under the guidance of the Chief, Social Policy, the incumbent is responsible for support to the analytical function, with particular focus on economic analysis linked to social policy and planning for children. In coordination with other programmes/units provides technical economic expertise in budget monitoring and analysis, public expenditure tracking, costing of policy options, and participation in national public expenditure reviews, with a view to influencing these processes and increasing allocations to children and vulnerable groups. Support in particular initiatives to enhance capacity of social ministries to participate in budgetary processes as well as to strengthen decentralized planning and monitoring of district resource allocations for child poverty and disparity reduction.
Qualification:
Advanced university degree in Economics, Development Planning, or related technical field. Five years of relevant work experience at the national and international levels in programme management, monitoring and evaluation, in a related field. Fluency in English and another UN language. Knowledge of Kiswahili is an asset.
Key Expected Results:
Provides technical support and guidance on national planning and budgeting on issues related to children’s rights. Assists UNICEF country programme and government partners in costing policy options and monitoring expenditures related to social protection and programmes that target children and vulnerable groups.
Provides technical inputs to ensure that national and district development plans and other social policy and planning documents at the central and district level articulate and prioritize expenditure for child-targeted programmes and that they can be refined for adoption through the annual MTEF/PER process.
Prepares briefs and periodically updates a social sector analysis of national budgets and advocates for/facilitates the creation of alliances and capacity building around the issues of social budgeting and child-friendly-budgeting.
Designs, prepares, implements, monitors and evaluates assigned programmes or specific project(s). Analyses and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contributes to the development and/or introduction of new evidence, approaches, methods and practices to inform programme planning, management and evaluation.
Links with other programmes and facilitates inter-sectoral linkages at both national and district level; facilitates both internal and external learning processes with regard to social policy, budgeting and social protection issues; monitors the disbursement of funds and proper utilization of UNICEF resources and liquidation; liaises and links with Government ministries and advocates for institutionalization and scaling up of social policy initiatives, with particular attention to costing issues. Helps document and assess experiences.
Participates in meetings and other national forums (e.g Public Expenditure Reviews) and provides technical advice and assistance to government officials and other partners on strengthening of inter-sectoral efforts to focus on children in national development planning, budgeting and programming.
Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, and annual reports as required. This will include but not be limited to the UNDAP, Country Programme Document (CPD) and CPAP, AWPs, and Country Programme Summary Sheets.
