This is not finalised as in initial months the position may be based from Moroto, also in Karamoja. This is dependent on the strategy for programme roll-out and will be finalised in July/August. Reports To: Assistant Country Director Responsible For: S/he will have five direct reports including one international the Programme Nutritionist and four national positions; Health Manger, Finance & Admin Manager and 2 Field Coordinators. Liaises With: Karamoja Area Manager, GSM, Finance Manager, ACD and MYAP Deputy Chief of Party (ACDI/VOCA) HQ Advisors Job Purpose: The Health and Nutrition Director is Concern’s Chief of Party for the RWANU-MYAP programme. They are responsible for providing leadership to Concern’s RWANU team which at the height of the programme will include one other international staff (nutritionist) and approximately 40 national staff and an annual budget of approximately $1.5 million. The Health and Nutrition Director will have a technical background in health and/or nutrition. S/he will be responsible for managing the Health and Nutrition SO2 component of the project. S/he will be responsible for annual planning, budgeting and reporting and overall coordination of team activities and ultimately for delivering the project results. S/he will liaise closely with the MYAP lead agency ACDI/VOCA in Karamoja to ensure that workplans for SO2 are fully integrated.
Main Duties & Responsibilities (Including Training Role): The Health and Nutrition Director will provide leadership, oversight and technical expertise to all health and nutrition aspects of the project. More specifically, he/ she will have the responsibility to: • Directly manage a team of nutritionists, health manager, field coordinators and community level staff (health educators and promoters) and support staff for the provision of maternal and child health services, SBC activities and preventative feeding to targeted beneficiaries. • Work with direct reports andConcern MYAP team to develop annual and quarterly plans for the effective delivery of strategic objective (SO2) ensuring the project is implemented in line with the MYAP technical proposal/sub grant agreement • Supervise the Social and Behavior Change (SBC) Specialist and provide oversight to the development/adaptation and implementation of the program’s SBC Strategy, tools (including Behavior Change Communication modules). • Provide technical support to the implementation of the Mother Care Group approach. • Lead the coordination and implementation of an exit strategy for the health and nutrition portion of the program. • Coordinate with all staff to ensure timely and appropriate identification of new health and nutrition beneficiaries in the program • Lead on the development of ToRs in conjuntion with other technical staff and ACD(P) for operational research planned for the project. • Manage the formative research process including on-site consultant/s and ensure research findings are disseminated and implemented in the project area. • Ensure project M&E & information systems for SO2 are established and implemented in liaison with ACDI/VOCA • Coordinate program activities with the MoH and other partners in the area of implementation in an effort to ensure service gaps are minimized and program funds are spent efficiently • Collaborate closely with program agriculture and livelihoods technical specialists to ensure continuous integration of agriculture, livelihoods, and nutrition activities for the life of the project • Demonstrate application of gender analyses and lessons that address gender constraints to beneficiary participation in health and nutrition portion of the project • Prepare annual budgets in line with the MYAP SO2 budget and technical narrative including budget revisions, review and feedback on the project management accounts • In coordination with Systems staff manage all project related procurements ensuring adherence to donor (USAID)and sub grant agreements • Ensures all reports (narrative and financial) are completed on time and to the specified quality through putting in place a framework of monitoring and evaluation and reporting schedule • Ensure the project is implemented in line with Concern’s commitments as a member of the Humanitarian Accountability Partnership International • Ensure roll out and adherence to Concern’s Programme Participant Protection Policy • Represent the project at the Karamoja region, attending district/regional coordination meetings
PERSON SPECIFICATION ESSENTIAL Education, Qualifications & Experience Required:
• Postgraduate degree in Health and or Nutrition related area – Maternal and Child Health, Public Health, Health Service Management. • Minimum 5 years NGO experience in managing large Maternal/Child Health/Nutrition related programmes • Prior Experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with USAID Title II projects is highly preferred. • Experience in managing and building capacity of diverse teams • Experience in managing projects in challenging environments ESSENTIAL Skills & Characteristics: • Leadership and people management skills • Analytical thinking • Ability to work and live in difficult environments • Curious and seeking to understand various perspectives (beneficiary, community, local government, staff) • Cultural awareness and flexibility • Ability to manage oneself, a large team and deliver results • Proactive and problem solver • Technical skills in maternal and child health programming in a development context • Good participatory planning skills • Excellent Relationship building and communication skills • Financial management and oversight • Ability to write project reports to a high standard

• Previous experience in managing health related USAID funded projects (e.g. Child Survival Projects) • Previous experience in Mother Care Group model • Previous experience in Behaviour Change Communication programming
Special Skills, Aptitude or Personality Requirements: • Proficiency in MS Office (Ms Word, Excel, PowerPoint Presentation, Outlook express and internet)
